Research On Synergic Supply Mechanism Of Rural Public Goods

Building the new socialist countryside is an important measure to break "Agriculture, Countryside, Peasants" issue in our country. And building the new socialist country must provide more public goods for peasants, agriculture and country. However, due to urban tilt strategy of the dual economic structure, the concept of a single main supply, the lag of government functions transformation, financial difficulties of primary organization for reform of the tax system, and so on factors, many questions such as deficient in quantity, structure imbalances and inefficiency in China's supply of rural public goods are induced. How to improve supply performance of rural upublic goods becomes an important theoretical and practical question which must be solved right now in China public economy area. For this question, this article introduced synergetic into the supply of rural public goods in order to promote synergies supply of pluralism main and implement of synergies effect, and then studed synergy supply mechanism of pluralism main in rural public goods area, with a view to provide the theory reference and practice experience for China rural public goods supply.Basing on reviewing and sorting out the supply coordination mechanisms related research of rural public goods, the related concepst of rural public goods synergetic supply mechanism were analyzed and defined. Drawing lessons from supply theory of public goods, governance theory, the new public service theory and synergetic, combing the special characteristics of China rural public goods, brings forward a theoretic proposition which it take the peasants need as core and Government as leader, and analyse the concept, characteristics and effect of rural public goods synergetic supply mechanism. On this basis, according to "why promote synergy supply→how to realize synergy supply→effect of synergy supply→how to realize synergies supply mechanism", the model of rural public goods synergetic supply mechanism, forming mechanism, realization mechanism, evaluation mechanism, mechanism optimization as the main content of theoretical framework were built.Among forming mechanism study of rural public goods synergetic supply, the main body system evolution of rural public goods was analyzed according to instability theory of synergetic and the internal and external powers of the evolution of system as the result were pointed out. It is concluded that the external power of rural public goods synergetic supply is imbalanced between supply and demand of rural public goods, the internal power of rural public goods synergetic supply is money making motivation. The external power of rural public goods synergetic supply was testified, and according to this the stimulative function of internal and external power of rural public goods synergetic supply to synergetic supply was studied.Among realization mechanism study of rural public goods synergetic supply, firstly, we draw Diamond Model of rural public goods synergetic supply and build a synergetic supply four phases dynamic process model based on related theory and following rural public goods synergetic supply procedure. The dynamic model, from the basic concepts, the theoretical basis, the main body, means, channels and procedures, the needs expression mechanism, decision-making mechanism, financing mechanisms, production mechanism and the incentive and control mechanisms of rural public goods synergetic supply were studied.In the performance evaluation mechanism study of rural public goods synergetic supply, firstly, we define basic conceptions of synergetic supply performance of rural public goods and synergetic supply performance evaluation of rural public goods, secondly, analyze the necessity, value orientation of evaluation, subject of evaluation, evaluation procedure of synergetic supply performance evaluation of rural public goods. Based on value orientation of performance evaluation of rural public goods synergetic supply and theory of related benefit, we initially elect parameters, and amend index through expert grading and membership grade handling, at last, establish the index system of performance evaluation of rural public goods. In order to prove the feasibility of the system, make an empirical analysis through using fuzzy comprehensive evaluation method.The study on the realization of mechanism of rural public goods synergetic supply is the realistic root of this article. On the foundation of analyzing the main factors of rural public goods synergetic supply mechanism, according to decisive role of synergetic supply process, this dissertation puts forword a basic path to realize the mechanism of rural public goods synergetic supply, namely perfect it through respectively process of synergetic supply. Based on this path, the strategies of the need expression mechanism, decision-making mechanism, financing mechanism, the production mechanism and the incentive and regulatory mechanism of rural public goods synergetic supply are studied respectively. Thereby, the systematicness of strategies to realize the mechanism of rural public goods synergetic supply is ensured.
