The Study On The Supply Mechanism Of Public Goods At The Village Level On The Background Of Balancing Urban And Rural Development

Balancing urban and rural development requires industry promoting agriculture and urban area elevating rural area, requires speeding up the transformation of traditional agriculture and taking the way of agricultural modernization with Chinese characteristics, requires efforts to get rid urban-rural dual structure and integrating urban and rural economic and social development to a new pattern. Currently, China's outstanding problems in economic development is that the public finance in rural areas lagged behind, rural social undertakings and public services is in lower level, village-level public goods is short supplied in rural areas, peasants'public demands are not better satisfied. To improve the supply of village level public goods mechanisms, to provide adequate and reasonable public goods in rural areas, is the necessary conditions to narrow the gap between urban and rural areas, to balance urban and rural development and to promote rural development for social stability. In this paper, in the background of balancing urban and rural development, I select the Test of Chengdu urban and rural development for research sites to collect information. Analyzing the composition, the relations, the characteristics and the problem in practice of village level public goods supply mechanism in Chengdu. And setting the indicator system, according to the characteristics of index system to establish the fuzzy comprehensive evaluation model, to evaluate the supply mechanism of public goods in village level of Chengdu and advancing some suggestions.Firstly, the article describes the research background and significance, general domestic and international research trends. Research has learned that public goods abroad were more mature, and forming a theoretical system. Domestic scholars'research was also very rich in rural public goods, but the basic public goods (village-level public goods) was inadequate research. Then, this paper introduced the concept of public goods in rural area and the characteristics of the content on the village public goods were defined. Expounded the theory of public goods supply, including the supply of the main theory, public choice theory, public finance theory, and provide a theoretical basis for further analysis below. Secondly, qualitative analysis of the supply mechanism of public goods at village level in Chengdu. The basic framework of Chengdu public goods at village level supply system consists of four:demand expression mechanism, decision-making mechanism, funding mechanisms, performance evaluation and monitoring mechanisms, which combined energy efficiency to play. This section also summarizes the features of supply mechanisms of public goods at village level in Chengdu, include:Established village council, to achieve the real village self-government; villagers could express their real demand; village-level public goods funds were included in the budget, funds have protection. But there are also some practical problems, such as:Could the villagers'view have a real and effective response? The financing channel was single. The monitoring mechanism might effectiveness and implementation.Again, evaluate the provision mechanism of the public goods at village level in Chengdu. Use field survey to collect information, use AHP to determine the weight of each index and select the representative of Chengdu area (village and community). Use fuzzy comprehensive evaluation method for village-level public goods supply system evaluation.Finally, the conclusions and policy recommendations were been given. The results showed that the supply of public goods mechanisms at village level in Chengdu is more reasonable and has a high level. Through promoting democratic elections, democratic decision-making, democratic management and democratic supervision of the public choice mechanism, allow peasantry to fully express their preferences for public goods. On the basis of the previous text, the author improved the policy recommendations of the supply mechanisms of village level public goods in Chengdu. Including optimize the policy environment, improve the supply of village level public goods and diversify the main supply of public goods and financing channels of village-level decision-making mechanism.
