Research On Performance Of Infrastructure Investment Of China

Ensuring maximizing performance of infrastructure investment has always been Research Hot Points of management theory and government decision-making. Insufficient supply, a huge difference among regions and inaccurate decision-making were the main problems which we have been facing and must resolve during the current infrastructure investment. What's more, in order to face the challenge from financial crisis all over the world, large-scale increasing in infrastructure investment has been planed to ensure continued economic growth. In this context, developing a study on performance of infrastructure investment had an more important significanceOn the basis of reviewing and summarizing foreign and domestic literature current research review, found that applying parameters methods studied the performance of infrastructure investment was an extensive reality according as the economic development index which ignored the contribution of infrastructure for social development. Especially in China, infrastructure investment is playing an important role in urbanization process to break the dual economic structure for achieving the transformation of urban society. Therefor, the shifting degree of economic structure and social structure on infrastructure investment can better refect the actual results of the performance of China's infrastructure investment. The growth of gross domestic product is an important index of reflecting changes in economic structure and the process of urbanization is an important index of reflecting changes in social structure. So, they were choosed as the key indexes of evaluating the performance of China's infrastructure investment.Through the analysis of basic position on infrastructure system in the economic and social development, the relations between social development and the stock of infrastructure & infrastructure investment were explained; the operating mechanism of performance value realization was explained from infrastructre investment for the change of industrial structure and urbanization. Through the test of macro inputs and outputs data, found that there was a serious collinearity relations among infrastructure investment and non-infrastructure investment and new labor input, and the quantitative relations between infrastructure investment and the added value of GDP & the numuber of urban population increase were further developed, the direct mathematical relationship model were established among them. What's more, the Granger test was further showed the relationship between infrastructure investment and the added value of GDP & the numuber of urban population increase. Infrastructure investment on economic growth and urbanization had shown a strong role based on macro data validation, but due to the restriction our regional differences, the efficiency of infrastructure investments among provinces and autonomous regions had an obvious difference. Understanding and mastering the actual performance of infrastructure investmen is more important for decision-making on infrastructure investment. So, the efficency of infrastructure investment on China's various regions from 1993 to 2007 was evaluated applying non-parametric method, and specific proposals was brought forward according to the evaluating results of the relative validity, and calculated the change in the productivity of infrastructure investment index, analyzed the reasons for changes in productivity which showed the main reason which led to recession of productivity of infratructure investment was the recession of technical change.Since the infrastructure is an organic systems of bearing the weight of social production and development, infrastructure investment was an important form of the growth of complex systems. So, the investment combination under certain conditions should have a certain connection with performance indicators. In order to verify such a corresponding relationship between systemic input and output, combined DEA and MLP-neural network model was constructed, and the predicting model on investment validity were established applying the results of performance evaluation of infrastructure investment from 1994 to 2007. the results showed that there was a very good consistency between predicted results and actual results which further showed that the study on predicting validity of infrastructure investment was feasible, but also confirmed the systematic characteristic of infrastructure investment.At last, according to the foregoing findings, the current problem and situation on infrastructure investment of China were analyzed, the specific measures and advises of enhancing the performance of infrastructure investment were taken based on the performance objectives of investment in infrastructure; accordingly, some question on the performance of infrastructure investment was pointed out in the concluding part of the thesis.
