Flue gas denitrification compensation tariff of coal-fired power plants which is also called denitrification tariff, is the denitrification tariff paid by government for coal-fired power plant based on the nomal denitrification tariff, when the government encourages coal-fired power plants to control nitrogen oxides (NOx) emissions by using denitrification technology. The denitrification tariff is a core part of NOx control policies for Chinese future coal-fired power plants, it constitutes NOx control policy system of coal-fired power plants together with the NOx mandatory emission reduction standards and NOx sewage charges policy as well as the total NOx emission control policy that is upcoming in the future, The denitrification tariff policy is directly related to the effect of NOx control policies of coal-fired power plants, therefore, denitrification tariff has practical significance.The premise of researching denitrification tariff in the coal-fired power plants is to analysis the theoretical premise, historical background and technical basis of the denitrification tariff policy. First of all, analysis the theoretical premise of denitrification tariff policy. Pricing denitrification electricity related to environmental engineering, environmental economics, economics, institutional economics, management science and so on, from which we need to study most in clude the equilibrium price theory, intern alization theory of externalities, feed-in tariff theory in coal-fired power plants, prediction theory, as well as technical and economical evaluation theory. Secondly, research the historical background of the policy of denifitrication tariff. Use mathematical forecasting methods, and make predictions of NOx emissions for the coming period, to confirm objective necessity of the denitrification tariff policy in China. Finally, study the technical basis of denitrification tariff policy, using the reference of pricing denitrification tariff to optimize the denitrification technology.Pricing mechanism of flue gas denitrification tariff and pricing models, are the general principles and the general idea of the pricing of denitrification tariff. According to the equilibrium price theory, external intern alization theory and tariff theory of coal-fired power plants, with the historical background of denitrification tariff, we can make a study for denitrification tariff pricing mechanism and the law of supply and demand for denitrification tariff, investigate determinants of denitrification tariff based on the NOx concen tration emission standard has been conducted, analysis the basic principles of flue gas denitrification compensate tariff for encouraging coal-fired power plants to actively engage in the activities of denitrification. Combined with the reality of Chinese coal-fired power plants, as well as the experience and lesson of desulfurization price that has been put in to practice, we can design the short-term and long-term thinking of denitrification tariff.Build the short-term differences bench mark denitrification tariff model of coal-fired power plants, and collect first-hand economic data of denitrification technology for coal-fired power plant, and take unit difference for an example to case studies for short-term differences bench mark denitrification tariff. First of all, take the dynamic break-even analysis theory as aguide, clarify the affecting factors of denitrification tariff, and build differences bench mark denitrification tariff model. Secondly, according to the actual situation of generating units of Chinese current coal-fired power plant, based on unit size and the old and new, we can divide coal-fired power plant unit into five types:300MW old unit,300MW new units,600MW old units,600MW new unit and1000MW new unit; Finally, according to the economic parameters of the samples of the representative units, measure the different denitrification tariff of5kind of units respectively.Building long-term dynamic denitrification tariff models of coal-fired power plants and collecting first-hand denitrification technology economic data of coal-fired power plants, we can study cases of long-term dynamics denitrification tariff. The basic idea of the long-term dynamic denitrification tariff is that it can change with the changes of the cost of the denitrification, can continue to dynamically adjust to meet the "one machine, one price" requirements. Firstly, we make search for the basic conditions of implementing denitrification Pricing Models, such as NOx emissions testing system, sewage charges and denitrification compensation tariff payment and so on. Secondly, we can conduct the sensitivity analysis between the denitrification tariff and its influencing factors, identify sensitive factors affecting the denitrification tariff. Thirdly, the dynamic denitrification tariff model is established according to the relationship between the denitrification tariff and sensitivity factor susing there gression analysis. Finally, we study the cases of dynamic denitrification tariff by using coal-fired power plant unit case.Finally, summarizes the whole paper work, from which we can point out the strengths or achievements of the research, analysis the deficiencies of the study and plan the future direction of research work.
