Hosting operation of sewage treatment plant is becoming a goodroute, but improvements on management and technology are required. Inthis study, the sewage treatment plant in Jiangnan city was selected toinvestigate the effects of the various measures by utilization of aproduction model, technical parameter fitting and optimization ofprocess.According to the technology development of wastewater treatment atboth domestic and international aspects, the paper reviewed a largenumber of literature, summarized the related process and technologies ofsewage treatment. The quo and development trend of hosting operation ofsewage treatment plant have been discussed.The design parameters, equipment parameters, A2/O process, waterquality, operation of the first and second projects of Jiangnan sewagetreatment plant were introduced. And the existing problems in operationand technical were analyzed. Jiangnan city government wantsprofessional companies to hosting operate Jiangnan sewage treatmentplant to change roles of government, improve the level of managementand strengthen the supervision of the government. In view of the Jiangnancity hosting operation requirements, the law program and humanresources plan were proposed.With the technology and management of the hosting company, theexisting problems of the sewage treatment plant were analyzed andtechnical improvement measures were proposed. These measures includedividing plate experiment model, energy-saving control model, BioWinprocess simulation and control parameters optimization.(DOconcentration was controlled at0.6mg/L, the reflux ratio was at about0.85, sludge emission was reduced to1859m3/d, and the energyconsumption and operating costs were reduced)Through the productivetest, debug various parameter values of sewage treatment, optimizingoperation process, strengthening equipment maintenance, the operationefficiency and management level were improved.To solve the sludge problem of Jiangnan sewage treatment, the sludge biological dry technology was conducted. The aerobic compostingmethod was studied, and the sludge drying process control model and thepreliminary application were investigated. The detailed researchesinclude material balance calculation, energy balance calculation,simulations of sludge biological drying process and applications ofcontrol model.The cost of sewage treatment plant was compared with that beforehosting. And the results showed that the economic and social benefits areremarkable. The government has conducted a preliminary assessment ofthe project and the results are acceptable. The costs of one year beforehotsing, one year and two years after hosting are0.39、0.35and0.29RMBper ton.
