With the accelerated urbanization and rapid economic development, resources and energy are consumed significantly in China, a significant emissions increase of pollutants also arise, the main pollutant load for exceeds the environmental capacity of waters which damaged the integrity of ecological system structures and functions of river basin in varying degrees. For one thing, the destruction weakened the social economy service function supported by the water ecosystem greatly, for another it injured the rights and interests seriously which should be protected normally, and it increased the contradiction of the basin social environment. Therefore, It is of great significance for the sustainable development of the basin to control the exceeded pollutant emissions effectively based on the reasonable social economy development.According to the river basin water environment problems in our country, a basin pollutant total amount control theoretical system is constructed in this article, which aimed at protecting the integrity of water ecological system structure and function in river basin, depends on the basin environment model of social economy-pollution-water quality response, restrained by the bearing capacity of river basin, premised ensuring the basin social economic service, realizeed the coordinated development of basin’s ecological environment and social economy. The pollutants allocation principles based on the balance between development and ecological protection is proposed also in this paper which will provide certain technical support for the river basin water environment management. The main content of this research is as follows:(1) The concept of ecological carrying capacity of water was proposed in this paper based on the natural and social properties comprehensively considered social economy-the current watershed hydrology-water environment and water ecology coupling characteristics of the water ecological system.(2) Based on the study of the relationship between the pressure of natural resources as well as human elements and water ecological carrying capacity."DPRSR" watershed ecological carrying capacity evaluation model and aquatic ecosystem carrying capacity evaluation index system have been built. The basic dynamic model principle and process of the bearing capacity of water ecological system was introduced and based on which, the water ecological carrying capacity evaluation methods considering the System dynamics model and index system was also presented in detail.(3) The TMDL method based on pollutant was proposed for the basin characteristic with numerous outlets, complicated hydrodynamic conditions and complex pollutant migration. The TMDL method based on load curve of valley was proposed for the lake basin with better basin water ecological environment, combine the watershed non-point source model and the lake water dynamic water quality model, constructed the TMDL calculation method based on load curve of valley combining with the watershed non-point source model and the lake water dynamic water quality model.(4) According to the "whole and distinguish、fairness and efficiency " principle, considering the natural attribute and social attribute of water ecological capacity, the basin pollutant distribution method was put forward based on natural ecology value and the social economic service value of the water ecological carrying capacity,namely, the initial distribution based on the TMDL and the secondary distribution based on the acceptable population and economic scale under the water ecological carrying capacity.(5)The pollution contribute rate model and dynamic water environment capacity calculation model were applied on water environmental capacity calculation of typical area of Hanjiang River Basin. According to the allocation method based on ecological carrying capacity of river basin water pollutant total amount, water pollutant total amount control target and the reductions was determined, total amount control measures of water contamination were advanced in the paper.(6)The Load Duration Curve(LDC) method was applied in water environmental capacity calculation of typical area of Liangzi lake Basin. According to the allocation method based on ecological carrying capacity of river basin water pollutant total amount, water pollutant total amount control target and the reductions was determined, the relevant measures to ensure the implementation of total quantity control plan were advanced in the paper.
