Along with the industrialization and informatization,urbanization and the rapid advance of agricultural modernization, trend of iron ore resources of rigid demand, domestic resources development and utilization of difficulty increasing, the situation of use of foreign resources is more and more serious.Vanadium titanium magnetite resources reserves accounted for about a quarter of the iron ore resources in China, in alleviating the contradiction between supply and demand of domestic iron ore resources play a more and more important role. It is particularly important to carry out comprehensive utilization for that vanadium titanium magnetite resources are low-grade or associated elements and difficult to use.But how to judge the mining area comprehensive utilization of vanadium titanium magnetite resource potential, as soon as possible conversion of vanadium titanium magnetite resource advantages, has become a problem to be solved.In this paper, based on the theory of resource economics and sustainable development, the comprehensive utilization of mineral resources, the potential of the connotation, mineral resources, technical and economic evaluation, vanadium titanium magnetite resources, technological progress and the supply and demand and so on related literature, on the basis of induction and summary. As the following aspects were studied, this paper has made the following research achievements.1. On the research methods, from the SCP pattern analysis of industry economics, combining with the typical comprehensive utilization of vanadium titanium magnetite in the practice, analysis of the mine management and technical innovation, the three levels(mining recovery rate and ore dressing recovery and comprehensive utilization), comprehensive utilization of performance(economic, resources, social and environmental performance) between the internal logic relationship, build the "driving force- behavior-performance" as the core of the comprehensive utilization of vanadium titanium magnetite resource potential evaluation system.2. Using the method of frequency method and expert opinion to build the initial evaluation system, and USES the analytic hierarchy process(AHP) to simplify indicators, the general condition of minimum variance method is adopted to secondary screening and optimization of index, finally determined by the three level index, nine secondary indexes and 21 tertiary indicators of evaluation system.3. The performance evaluation is an important content of potential evaluation, so in the "three rates" index calculation, on the basis of theory and method, constructed the performance evaluation of vanadium titanium magnetite mining area resources comprehensive utilization method, and chengde area in sichuan three typical vanadium titanium magnetite resource comprehensive utilization demonstration project has carried on the empirical research, and combined with enterprise’s vision, the rationality analysis of the evaluation results.4. To establish a hierarchy structure model, structure judgment matrix, using the analytic hierarchy process(AHP) analysis of the above three comprehensive utilization of mining area in 2011-2014 performance, behavior, the relationship between the dynamic change driving force, by the method of threshold index dimensionless processing, computing potential index and comparison analysis.5. On the basis of empirical analysis, the rationality of the evaluation results, the possibility and applicability were analyzed, and the applicability evaluation method is demonstrated. Research result has realized connecting with mining administration management practice effectively.
