With the development of human society,the environmental problems have become one of the severe challenges that the mankind and countries all over the world face ownly together.As one of the developing countries with the largest population,with the continued rapid growth of economy, the environmental problem appeared explosively has already become " bottleneck " which has restricted China’s economy and social development. Our government pays close attention to protecting the environment,makes environmental protection a fundamental state policy,regards sustainable development as a great strategy,insists on taking the new industrialized road.However,the trend that the environmental state of our country is worsening constantly has not got the fundamental containment,the challenge that faces is more severe.Microeconomics thinks,it often needs the government to get involved direct against the outside question,public goods question.The market mechanism is out of order in the environmental field because of the limited reason of the environmental subject,environment and resources’ public character,environmental pollution’ s minus externality,environmental protection’ s positive externality and rareness of exactly environmental information etc.It offered the government the reason and possible condition for getting involved in environmental protection and produced the general requirement for the environmental problem of the government control.Environmental management becomes the functions and powers of the state.Investigate the environmental protection of the developed country,we can found that the important experience is paying full attention to the government’ s function and setting up a set of environmental management system.The World Bank summarizes it as " economy depends on the market, environmental protection depends on the government ".It becomes one of the important themes of " development report of the world of 1992 "and is accepted and adopted as their action’s guidelines by a lot of countries.Environmental management system which is regarded as support and centre of the national environmental protection work,has given play to and uses in environmental management importantly.The completion intensity of environmental management system has not merely revealed the ability of a country’s environmental management,and is the sign of the intensity of the country’s environmental legal system.On the other hand,a scientific,sensible environmental management system is the basic institutional guarantee which achieve to the environmental Protection goal.In order to solve the environmental problem effectively,our government pays much attention to the construction of environmental management system,and has already set up an environmental management system.Current environmental management system has been playing a very important role in strengthening the work of environmental protection of our country and appearing serious problems in practice.These problems have become obstacles to the work of the environmental protection.In 2001,the World Bank published the environmental strategy report of China:"China:air, land and water - environmental priority areas of the new millennium." In the report,the World Bank recommends that the government in the implementation of sustainable development strategy,priority is given to three areas,the first is to reform and strengthen China’s environmental protection management system.Facing the various pressures of the environmental issues,China’s current environmental management system has become insufficient,the structure and system’ s innovation is already imminent.In the new century,we should seek new approaches to development and consumption patterns in order to alleviate the pressure on resources and the environment.On the other hand,we should stress government’ s foundation in environmental protection,establish a new mechanisms and new models which are more integrated,more preventative and more community participatory.
