The Research On The Environmental Protection Administrative Management System Reform Of Our Country

The environmental protection administration system of our country was built in the early seventies years of the twentieth century, which system still contains several common faults under the planned economic system, and many are protrudent, such as, the mixed administrative management responsibilities, the defectiveness in the basic level system, the weak management infrastructure, the poor implementation of policies and laws, the incomplete operating mechanisms, and the inefficient managements, and so on. There are certain new situations for us to face, for instance, sustained and rapid economic development, global environment demands more and more accountability and the deepening reform of the administrative management system. Hence, the environmental protection administrative management as the core of the national environmental management must be innovated immediately.In this paper, we started with the selection project background and significance, by managing the literature methods, case analysis systems and compared methods from reading most of literatures to discuss the environmental protection administrative management system in our country. Then we defined the concepts, features of the environmental protection administrative management system, and its status and utility in the environmental management by using the relevant theories of the public administration. And we also reviewed the history and current situations of the environmental protection administrative management system of our country. By taking the experience of the national environmental management system in several representative developed countries with references, and combining to the real situation of our country, according to the idea and objective called "macro administrative reform" which was carried out recently, we provided a system principle and target of the reformation. There is certain systematic analysis including partition between responsibilities and powers, institutions composition and running mechanisms and et al. By deeply bring forward the system methods to raise specific measures and proposals of the reform of the national environmental protection administrative system according to the reasonable integration responsibilities of environmental administrative management, establishing the scientific institutions and constructing comprehensively excellent running mechanisms, etc. Then accordingly conforming a new environmental administrative management system with the highly uniformed responsibilities and powers, relatively detached decision-making, implement and surveillance, tamped basing of environmental administrative management and excellent running mechanism.
