Study On The Mode Of Mainstreaming Environmental Management

Since 2002, the sixth contracting congress about convention on biological diversity clearly put forward the concept of mainstreaming environmental protection at the first time. Mainstreaming process of environmental protection which put environmental protection into design and decision-making of core system increasingly becomes a important way to solve environmental problem. This process makes the change of environmental management mode.China's current environmental management mode is combining unified supervision with departmental regulation and mainly leaded by government supervision. In this mode, the competent administrative department on environmental protection unifies supervision and management, and the local government is responsible for the quality of our administrative region environment. Other departments and local governments which have the responsibility to manage environment problem are responsible for environmental supervision and administration duty on their managing fields. This mode stressed the leading position of government's environmental management. It has the advantage in realizing the subject of environmental protection, overall planning, preventing protectionism, promoting the implementation of environmental laws and regulations, and fully making use of the government's macro coordination and administrative supervision function. However, the overall efficacy of this environmental management mode is low. On one hand, in the internal environmental management system, the function setting is in a serious imbalance between the competent departments and local government. They have different environmental regulatory functions, and the enthusiasm of the local environmental management is not high. On the other hand, government leading environmental management mode ignores widely effective public participation and independent environmental management of enterprise. It make management subject too simple. Those shortages obstruct the practice of environmental protection mainstreaming process.It's the trend according to speed environmental protection mainstreaming process to solve the current increasingly serious environmental problem. With the guidance of mainstreaming concept, establishing environmental protection mainstreaming concept of government-enterprise-public as the main structure of the social public ternary balances the mainstreaming type of environmental management model to offset current some shortcomings of environmental management mode. Firstly, the subject of environmental management turns from a unitary body government to ternary body government-enterprise-public, and complies with environmental mainstreaming advocated by the concept of environmental protection of diversification. On the other hand, it perfects the mainstreaming environmental management of government, enterprise and public. For prompting ternary subject form mainstreaming environmental management supervision mechanism, from the government point, we shall establish mainstreaming department coordination mechanism and the mainstreaming of regional coordination mechanism, improve local government mainstreaming environmental management's enthusiasm and government environmental management efficiency. From the enterprise.point, we shall promote enterprise's mainstreaming environmental management through increase of corporate policy and funds support and establish independent corporate environmental management system, From the point of public, we should strengthen the mainstreaming of public participation in environmental management by strengthening environmental education and perfecting public participation system. Besides, we should make sure the guidance of environmental protection mainstreaming concept and improve the environmental protection law and the whole environment under legal system, to strengthen the mainstreaming environmental management mode of legal protection.
