With the grid.scale expanding and structure complicated continually, the pressure of safe and stable operation is increasing. The integrated decision support system for power network safety needs to be improved to meet the requirements. However, energy management system, as a major tool to support decision-making, can not meet requirements of the safe operation and decision-making of power grid for the new environment completely. Its application scope and intelligent decision-making are to be improved. Therefore, studying the integrated multi-level decision support system of power network is very important and of great theoretical and practical significant. This paper designs the architecture of the system and studies the related theories and key technical issues.It has been applied to engineering practice and with guidance.This paper firstly proposes the theory and functional framework of the multi-level integrated decision-making system, and designs this system from operation conditions and application modes of the power grid. Then the operation conditions are designated as the normal operation period, warning signs before their occurrences, fault diagnosis and identification period, fault recovery period. Based on the different stages, this paper designs four decision-making subsystem including safety warning, intelligent alarm, fault diagnosis and fault recovery. The four subsystems are applied to real-time state, studying state, planning state and training state respectively in accordance with the application model or the objective grid, to achieve the integrated multi-level intelligent decision-making of the power grids.The paper discusses the key technical points of four subsystems and supporting platform, and at last completes the project practice with functions integrated in the actual production subject.Combined with the actual needs of regional power grid, the subject has achieved the function of online security early warning which has been put into practical application to improve the safety operation of regional power grids.At the stage of fault diagnosis, the paper raises the structure and function framework of distributed system of intelligent analyzing dispatching control alarm events. Then two new methods of fault diagnosis are put forward separately. One is combining information theory with expert system to solve the uncertainty of the SCADA data, the other is dual data source based on the complete evidence chain and protection information model to settle multiple data sources including SCADA and failure information of security system at the same time. According to the result of the practical example, the effectiveness of the algorithms is to be verified.At the stage of fault recovery, the new recovery algorithm based on expert system is proposed, which is suitable for transmission network. It expresses the recovery as restoration after partial load lost. Also, another new breadth-first search-based algorithm suitable for radial grid is proposed. According to the result of actual example, the effectiveness of the algorithms is verified.Finally, the architecture and implementation scheme of the support platform at planning state of multi-level integrated decision support system are presented. Combined with the actual subject, the planning platform EMS-based and application expansion are realized and put into practical applications, which provides strong technical support for grid planning, and promotes the building of a network structure and then guarantees safety and stability of the grid.The decision support system for power safety expands more functions than the existing control center.It is the mainstream of the next dispatching automation system and has broad applicated prospects in large power grid.This paper provides a theoretical reference and implementation experience for the new multi-level integrated decision support system of the regional power grid.
