As the scale of power grid increases and structure becomes more complex, information gathered by dispatch center grows exponentially. Efficient dealing with such information is one of the biggest challenges that future dispatch center will have to face. Intuitively, smart grid is the common choice for this across the global, and considered to be the important measure to assure power grid operation and development. Decision support system enables predictive capability of power grid, providing early warning. However, lack of flexibility has been accompanying decision making system. New mechanism should be sought after to solve this disadvantage.Modern multi-level dispatch center provide monitoring and control for network dispatcher via SCADA and EMS. However, a huge amount of information is directly fed to network dispatcher without being screened. This may prevent dispatchers to act promptly and remove fault efficiently.In this paper, the power grid decision support and fault diagnosis platform based on integration of dispatching and control is proposed. By enhancing monitoring and processing information such as operating mode, device anomaly, and contingency, dispatchers are given timelier, smarter and more enriched auxiliary decision support, so that stress can be relieved and efficiency can be improved.Based on Open3000, online and offline contingency analysis can be performed. The network structure knowledge base will be updated whenever network topology changes. Low voltage devices are also modeled according to practical needs. The object-oriented framework is employed to manage the relationship among high voltage equipment, low voltage equipment, fault information and circuit breakers. An expert system is engaged to infer all possible set affected by district faults, where dispatchers will be more confident to conduct operation based on such information support.
