The Three Gorges Ship lock is the largest ship lock of China. The impoundment of the three gorges reservoir has changed the navigation condition and the navigation facilities a lot. With the implementation of the western development strategy and the fast development of shipping of Yangtze river, the safety, speediness and smoothness of the Three Gorges navigation has become the focus of the society. It is pressing and important to carry out key technology research of emergency response system in a deep-going way, to enhance ability of risk prediction, emergency response and risk early warning in the three gorges ship lock navigation safety.This thesis researches the key technology of navigation safety emergency response system, which can raises the navigation safety early warning ability of accident emergency response of three gorges ship lock, shorten the emergency response time, improve the success rate of ship lock safety emergency relief, make emergency decision-making more scientific and search and rescue command more efficiency, reduce cost and risk, minimize the people’s life and property loss, and safeguarding the safety of the three gorges ship lock clear, give full play to the three gorges project shipping benefit, and to promote the development of the Yangtze river shipping, all of these are of great significance.This paper firstly introduces currently safety situation of the Three Gorges ship lock navigation, as well as the Three Gorges ship lock safety management status, According to the material before, it is possible to find the existing resource of risks including ships, locks, nature environment and so on. With the different place of resource of risks existed, they are classified. Based on above analysis, this paper analyzes causes of accidents of the Three Gorges ship lock, and establishes the mechanism model of the Three Gorges ship lock safety accident hazards.The Three Gorges ship lock safety risk assessment model make full use of the analytic hierarchy process in the mainstream risk assessment techniques, and this method is a qualitative and quantitative multi-objective decision analysis method which is widely used in the weight determination. According to the established model, the risk of accidents order is:the risk of ship accidents>the risk of ship lock accidents>the risk of safety and emergency management>the risk of waterway accidents, and the first three types of accident risk should be paid much attention.This paper start its research on the basis of the analysis on the Three Gorges ship lock security incidents, and the main contents are the way how to prepare the Three Gorges ship lock safety incident emergency response plan, which includes the constituent units of the response plan of the organizational system, the reaction system of plans for the four entity module, the command of the system architecture of the response plan, response plan system files, and the scope of the response plan system. Finally this paper analyzes how to prepare the emergency response plans for the Three Gorges ship lock security.
