Aviation fuel is defined as a dangerous chemical. There are possibilities of all kinds of work safety accidents such as fire, explosion, poisoning and etc. in the process of aviation fuel operation. Aviation fuel system stretches over hazardous chemicals and civil aviation two high-risk industries. The safety work of the aviation fuel business is not only the foundation to the safety and health of employees, but also plays an important role to ensure the safety of aviation transportation business. The mishap hazard of aviation fuel system is a potential condition to trigger accidents, and effective control of mishap hazard is fundamental to prevent accidents from happening. In this paper, the main research results and innovation points are as follows:1) The present situation analysis and basic research of mishap hazard investigation and governance for aviation fuel system are carried out, including the concept and category of mishap hazards. Industry classification and character classification of mishap hazards are studied; identification criterions and investigation and governance specifications of mishap hazards are studied.2) Theory system of mishap hazards investigation and governance for aviation fuel system is researched. RBM (Risk Based Management) is proposed innovatively. RBM is based on systematic identification analysis of risk factors, combining quantitative risk classification mechanism of dynamic risk prediction and early warning and control. It is defined as a scientific systematic practical and effective technology and method system for safety management. RBM method has very important scientific research value and practical significance.3) The standard system of mishap hazard investigation and governance for aviation fuel industry is established. According to the characteristics of aviation fuel industry in China, the definition of mishap hazard for aviation fuel is proposed; basic mishap hazards database for aviation fuel system is established; identification and investigation specifications for major aviation fuel mishap hazards are made clear; procedures and methods of mishap hazard investigation and governance are established for aviation fuel accidents.4) "3D-four steps" mishap hazard classification model based on risk is designed for aviation fuel system. Mishap hazard classification is developed on the basis of quantitative risk analysis. The classification is also defined according to the four major sectors of the aviation fuel system which are storage, transportation, loading and unloading, and into-plane operation, and based on "three-dimension" model of probability function, severity function and scene function; following "four steps" of identifying nature-real risk assessment inherent risk assessment-dynamic risk classification.5).The mishap hazard investigation and governance engineering model is created. According to the theory of system modeling, "12345" mishap hazard investigation and governance regulation engineering model of aviation fuel is designed.6) Combining with the practice of China Aviation Fuel Group, according to the four major sectors (storage, transportation, loading and unloading, and into-plane operation), empirical research for major mishap hazard identification, and hazard classification and investigation process of mishap hazard is carried out. And the results show that the identification standards, classification methods and investigation and governance models are reasonable and practical.
