In the context of sustainable and livable city construction, this article is to explore the theory of the design methods in TOD urban space. The linkages between urban space design and the goals of sustainable and livable development are the important issues that almost all cities should to be faced in the development process. Understanding and exploring the mechanism between the above two, confirming that TOD is the key spatial path and establishing the strategy framework of TOD urban space design will promote the sustainable and livable cities development, which have important theoretical and practical significance.First, through the combing and researching of the development process, the connotation, the development principles and forms of the sustainable city and livable city, a conceptual framework of sustainable and livable cities is established. Through the combing development background and theoretical context of TOD, as well as a comparative research of the sustainable city, livable city and TOD, it is explicit that TOD mode is not just traffic engineering and transportation planning, but is an integrated urban development planning mode. Simultaneously its core philosophies are explained in depth from the social dimension, the economic dimension and the environmental dimension. It is confirmed that TOD is the key spatial path to realize the sustainable and livable development.Second, through a study of the mechanism between the themes of the sustainable livable environment and urban built environment, the corresponding key intermediary critical guidance and control factors are confirmed, which are vehicle travel kilometer and travel proportion of public transportation,walk and bicycle; through the quantitative analysis between built environment and transportation, the mechanism is revealed; On this basis, cases data are selected for statistical analysis to verify the previous studies from quantitative viewpoint; the quantitative relation between sustainable and livable environment, spatial environment and transportation is confirmed and corresponding index and classification are established; at the same time, these spatial environment factors havea stronger influence on the proportion of transit mode, which are road density, the station number per square kilometer, CBD distance per capita, area proportion of public transport corridor, built-up area density, monocentric and polycentric degree.Third, through longitudinal analysis of the historical data and comparing with other international cities, the urban space and traffic characteristics of Chinese large and medium-sized cities are summarized; and drawing from the vibrant urban space network structure principle, the TOD urban space design strategy framework for the sustainable and livable city is established on the "space structure","network connections","function association","activity level" items from the perspective of the space network system accessibility.
