"The excellent engineers education project" is one of important contents for the industrialization process in China and Vietnam today. The construction of the theoretical basis and practical education for this process comes from the requirements and development strategy of each country in the process of improving the quality of human resources."The excellent engineers training project" is to ensure the practicality and efficiency in the process of renovating and improving the quality of higher education, serving the request of social-economic development of nations in the world today.From2006to now, China has developed and implemented "The excellent engineers training project" in order to improve the quality of human resources, train the highly qualified technicians to serve the country industrialization, advance the development of science and technology to reconstruct and promote the development of the country, and so catch up with the high level of science and technology of advanced countries in the world.Vietnam is a neighboring country of China, having similar socio-economic characteristics. In particular, the industrialization in Vietnam is in the period of accelerated development. However, the biggest problem of Vietnam today is the shortage of highly qualified human resources. This problem exists because of some limitations of education in Vietnam, especially the quality of tertiary education and the unbalanced development of economy.The study of "The excellent engineers education project" currently implemented in China is completely suitable for the construction and adjustment of "The excellent engineers training project" in some parts of Vietnam at the moment and in a larger scale in2016. The study of contents, methods and implementation models in China will be the lessons and practical hints for the implementation of this programme in Vietnam.Therefore, the theoretical and practical bases of the thesis primarily focus on the research and analysis of the following issues:1. Analyze and develop the theory of the training of high quality engineers in today’s tertiary education system, the issues of human resources and industrial processes, the quality of education, high quality engineers, human resources and the social-economic development, the issues of human resource training, the requirements of " excellent engineers" in the process of industrialization,2. Analyze and evaluate the results of the industrialization process in China and Vietnam today on the basis of existing human resources, analyze and evaluate the weaknesses still existing in the industrialization process.3. Concentrate the analysis on the advantages of "The excellent engineers education project" being implemented in China at present, evaluate methods, models and contents in order to analyze the theoretical and practical bases, and evaluate the effectiveness of the conducted model.4. Analyze the implementation of "The excellent engineers education project" being piloted in Vietnam, evaluate its limitations and difficulties in constructing and conducting the project. Analyze of the contents that should be adjusted based on the experience of China, give suggestions and indicate necessary experiences for the construction, application and implementation of "The excellent engineers education project" in Vietnam in the coming time. Propose model and implementation plan in Vietnam for the "The excellent engineers education project".The contents of "The excellent engineers education project" in China now has been made some extensive changes, which have direct impact on the process of improving the quality of higher education and postgraduate education. Besides, the implementation of these contents should also be further studied and more comprehensive to contribute to improve the quality of education at the universities, especially for the training of master and PhD levels. This high quality human resource should be equipped with skills qualifications, and knowledge in line with the requirements for the development of the country and specific expertise needed for post-industrialization process.Vietnam, albeit having similar socio-economic characteristics with China, at the moment, Vietnam’s economy has lagged quite far, just at the early stages of the industrialization process. Vietnam education has been lagged behind China’s about10-15years and this is more and more extended. The lessons learned and strategies for higher education development in general along with the "The excellent engineers education project" in China in particular would be an appropriate research content for the process of construction and development of education in Vietnam at the moment and the years to come. For any country in the world, the issue of education and training for the human resource should be identified as the top priority of the country policy, especially in the current booming development of science and technology in the world, the quality of human resources is always an important factor for the healthy competition and sustainable development of the country. Training high quality human resource is always a concern and the target of any universities in the world. Therefore, the research content and the theoretical and practical bases of the thesis should be further studied in order to achieve optimal results for the undergraduate education at the moment. Hopefully, the research results contributes the development of higher education of Vietnam in the near future.
