It has been a current trend that increasing intense competition on time between departments in engineering project. Time has been regarded as a source of competitive advantage in the 1980s, and the improvement of time performance is a main object attracts project managers.The output effect of major project construction, which influence the development of national economy, specifically either plays a positive role in promoting the development of the national economy, or a negative role, received highly national and social attention and attention. This paper inspired by the major projects using simulation method to find the hidden activity, through the study of network path length paradox, figured out the activity between the overlapping, wait for all kinds of constraints can produce the hidden activity.This paper proposed a method to find out the hidden activity by studying the characteristics of all kinds of constraints, proved that the hidden activity is a kind of special constraint activity, for it does not consume any human, financial, material and other resources, but it with the real activity corresponding to the symbiosis, its size, with the changes in the size of real activity corresponding to the variation. The real activity with hidden activity compared with the real activity of ordinary, great changes have taken place in nature, such as real activity without hidden activity, activity float can only less and less; while the real activity with hidden activity, the activity float could be more.In order to study these phenomena better, we defined a new network-hidden network as well as time parameters, proved the rules interacting between the path length and time parameters (especially the activity float) in hidden activity. Furthermore, we proved that the negative cycle was allowed exist in hidden, the longest path length through an activity may not unique and the longest path length value through zero cycle is different from the one not through zero cycle, and discussed the characteristics of cycle in hidden network. From these characteristics can be seen, for improper use of critical activity, not only to optimize schedule role will even cause the total duration of delay. The characteristics of the critical activity, we naturally think of the non-critical activity. When discussing non-critical activity, we found four kinds of singular phenomenon of non-critical activity, according to the theoretical and logical reasoning, the hidden network, the total float of non-critical activity is not always a value, but according to its use in different ways, have three values.Therefore, we defined three total time floats, respectively, mobile total float prolong total float and shorten total float, and gives the calculation method of the three kinds of total float and its correctness proof. Analysis of the activity time float use may cause period delayed phenomenon. The total float multi value of this concept is the first in this paper; put forward the concept of breaking the traditional total time float only unique value thinking, a solid foundation for the optimization theory of hidden network.
