It has been over thousands of years since human unveiled the history book of shipping that is leading the trend of world economy as a beating note. The previous surveys on ship accidents show that about 80% of those accidents are resulted in human factors. Therefore, setting up a seamen team full of professional knowledge and sailing experience becomes one important personnel guarantee target for promoting our national shipping key competitiveness. In many human factors concerning maritime safety, as well as seafarers’ basic premise qualified for their sailing occupation is the eligibility in which competency is the ability to avoid the accidents, while the emergency capability is the ability to handle emergency accident when it occurred. Both of them are efficient ways to guarantee the safety of maritime navigation. In order to objectively explore the research target, this dissertation firstly reviews the present situation of Chinese seafarers, then analyzes its potential problems, and finally makes clear of the relative targets, ideas and tasks. Focused on the theme of seafarers’ competency evaluation method, the paper carrys on its research from the following three aspects.1. In aspect of association analysis between seafears’competency and maritime accidents, a multi-dimensional association rule mining method based on immune genetic algorithm is proposed. This method adopts the cross layer coding technology to explore the association rules between Bridge Resource Management index and ship accidents based on the original maritime survey database.In the process to discover mining association rules, the accident data are analyzed by choosing immune genetic algorithm combined with the similarity of biological immune genetic theory and data mining process. Through this simulation of the algorithm, some important association rules are extracted from the ship accidents database in China whose results show that this algorithem is feasible and efficient.2. In aspect of seafears’competency evaluation, the evaluation index system is established from the items of Bridge Resource Management defined by IMO to explore a new seafears’ competency evaluation method—algorithm of different indexes is using the determine of membership, the difference of membership and the same membership of different indexes to express the fuzzy relation between the evaluation index and evaluation standard in the sense of information collection. At the same time, in order to reduce the affection influence of the subjective fators, the weight determine method of indicators based on Intuitionistic Fuzzy Entropy is proposed. This method converts the comment given by experts for the model index into the Intuitionistic Fuzzy Number, and then a more objective weight coefficient can be calculated. Compared with other evaluation methods by simulation, it shows that this evaluation method can be more objectively and comprehensively to evaluate different seafears’competency at all levels.3. In aspect of seafarers’ emergency capability evaluation, according to the characteristics of ship emergency accidents, the evaluation index system is set up taken the ship operators as the main body then to study an seafarers’ emergency capability evaluation model based on entropy weight. How to determine the weight of index lies in considering both the information entropy of sample data and the importance of index. In the evaluation process, the evaluation grade can be determined with the uncertainty of data fully taken into consideration by calculating the connection degree between the evaluation subject and evaluation standard. By choosing the typical examples as the samples, the simulation analysis by means of platform MatLab7 proves the efficiency and feasibility of this proposed evaluation method.
