A Comprehensive Assessment Model And Its Application For Seafarers Competency

By the research of the investigation about the happened maritime accidents,it is found that about 80%of maritime accidents have relationship with the human factor.Seafarers competency is the most important factors to ensure the safety of maritime transportation,while the seafarers competency minimum standards are provided in international regulations,but there is a considerable difference which is far from the standards to choose the seafarers by the shipping company.Due to the complex and changeable marine traffic environment,the ship's movement can not be predicted accurately.Therefore,the higher seafarers competency is the guarantee of the maritime safety.The seafarers' competency of the scientific identification and evaluation is not only of great significance to the improvement of the seafarers' competency on board,but also to the further strengthening of the management of the seafarers in a scientific and normative way.Therefore,it is imperative to establish a reasonable and effective comprehensive evaluation model of seafarers' competency that is consistent with the current industrial facts.In this article,based on the analysis and classification of human factors,the way of questionnaire survey and expert interview are mainly adopted.For conducting comprehensive assessment of the seafarer's competency,a model suitable for the company intending to choose and employ seafarers is established.The analytic hierarchy process(AHP)is mainly used for analysis and research to determine each evaluation index used in the comprehensive s assessment model and the weight of each evaluation index in the model.In accordance with the certainty and uncertainty in the process of evaluation and the correlation degree between the value of evaluation index and the evaluation grade,the comprehensive evaluation model based on set pair analysis is established from the perspective of "similarity,difference and inverse".Finally,the results of evaluation gained by means of the fuzzy evaluation method are compared and analysed to inspect the rationality and scientific nature of the established model.The establishment of the comprehensive evaluation model can be used as the selection,appointment,evaluation of the seafarers and important theoretical basis,reference to improve the incentive and reward mechanism for seafarers,a theoretical reference for seafarers to carry out targeted training,a reference for the maritime authorities to enhance the seafarers management,and a theoretical reference for the maritime authorities to modify the provisions for training standards,certification,and watchkeeping.At the same time,it provides a method to identify the actual competency of seafarers,which is of great practical significance to ensure the safety of maritime transportation.
