China is currently in the stage of rapid development of urbanization. In this process, the urban Rail Transit with its characteristics of large capacity, speediness, safety, on time, environmental protection and energy saving is considered to be the fundamental way to solve the problem of large and medium-sized city traffic. Under the trend of Large-scale construction of urban rail transit in China especially when more and more urban rail network are formed in cities. As one of the major parts of transport operation management, transport organization is an effective way to improve the operational efficiency of urban rail transit system. Theory research on the urban rail transport organization considering the complexity of network structure is a looming problem for operation management of the new rail transit network.In this paper, under the condition of urban rail transit network, based on the long-term prediction of traffic demand, main research rooted on the requirements of passenger flow demand on transport organization and feedback effects of transportation organization on passenger flow generation and distribution, thus passenger wave propagation theory was put forward, then its mechanism of its development was analyzed. Respectively from static and dynamic process, the general rule of passenger flow propagation was described. Based on interaction of urban rail transit transport organization and traffic demand generation and distribution, within the rail transit system boundary, constraints of other factors to transport organization was analytically parsed, such as capacity which decided by fixed and locomotive equipment is a significant impact on the transport organization.Considering the influence of the passenger flow fluctuation, based on the basic sequence of rail transportation organization, the train service network design problem divided into four series of subsystem which are "setting route", "fixing capacity" and "setting stop", "adjusting diagram", the rail line alignment problem corresponding to the practical operation of urban rail transit train routing scheme, which were considered as to determine running section and turn-back stations. The second problem is corresponding to selection of train, marshalling content and train frequency in practical operation. The third problem is corresponding to the urban rail train stop mode in practical operating. The last problem is corresponding to adjustment of urban rail train diagrams in practical operation.Taking urban rail transit network as the skeleton, long-term prediction of passenger flow demand as the foundation, the urban rail "network lining", "network capacity", "setting stop" mathematical programming model were constructed according to the above each sub-problem respectively. For the two nonlinear programming model "network routing" and "setting stop", linearization techniques were used which both can be directly solved by optimization software after then. Nested genetic algorithm is designed for "network capacity" model for its complexity as double level programming. All the mathematical programming model and algorithms were applied to the Chongqing urban rail transit network, the calculation results analysis are consistent with the qualitative comparative analysis results of operation status around the world, namely for specific passenger flow pattern and infrastructure condition, the use of special transport organization mode can better adapt to the distribution of passenger flow demand, which will guide the waves of passenger flow in the network transmission, and improve the operating efficiency of the whole urban rail transit system.Under the framework as passenger demand and urban rail transport organization is reciprocal effect each other, this paper focused on the influence of passenger flow wave caused by passenger travel behavior choice under perceived impedance on service network design and its feedback, and thus guiding the long-term train transport organization planning and optimizing.
