Emergency airline schedulingis the process to dispatch airlines’ capacity in daily operational flight plan’s emergency events. It has three phases including emergency scheduling, remaining airline scheduling and returning airline scheduling. First, the airlines’ SOC arrangement appropriate capacity resources to complete the emergency transportation task. Secondly, in the scheduling of the emergency aircraft and crew capacity, the airline adjust remaining flight plan to the allocation of resources in order to recoup losses. After the emergency transportation task is completed, the airlines arrange emergency capacity return to original flight plan execution in accordance with the actual situation. Safety and cost are two main requirements of aircraft and crew scheduling. Safety factors must be the primary consideration of emergency aircraft scheduling process, flight mission must be completed in accordance with relevant laws and regulations. Emergency crew scheduling consider crew qualification, flight time, duty time and other related regulatory requirements. On the basis of security, airlines’ costs and capacity utilization must be considered. Emergency airlinescheduling improve the response capacity scheduling capabilities, meet the national emergency and national security and improve operational efficiency requirements.In paper, based on the detailed analysis of the emergency response mechanisms, academic research related and domestic airlines’ characteristics, it focus on emergency airlinescheduling problem in three stages under emergency situations. According to the order method study, the paper decompose capacity scheduling problem into emergency scheduling, remaining airline scheduling and returning airline scheduling due to reduce the problem complexity, improve the efficiency of emergency response capacity scheduling considerations. The main work of this article contains a bit of several parts:Emergency scheduling analyzes the key principles andmain constraintsof capacity scheduling process which meet the requirements and constraints. The scheduling construct the space-time network diagram, make emergency aircraft scheduling and emergency crew scheduling models.According to the characteristics of the collection division of emergency aircraft scheduling model, using a column generation algorithm; and the use of improved simulated annealing algorithm to solve the problem set covering emergency crew scheduling model. Finally, examples illustrate the emergency scheduling techniques can minimize operating losses, two algorithm times and stability to meet the requirements of the emergency scheduling.Remaining airline scheduling construct the remaining aircraft scheduling network diagram though heuristic search algorithm, generate relevant remaining aircraft scheduling collection. The corresponding heuristic strategy can effectively avoid the traditional column generation algorithm which generating continuous iterative process with shortest path algorithm. The remaining crew scheduling process generates the corresponding populations using the heuristic method. It prevents the expansion of the solution space effectively.Example shows the remaining crew scheduling the remaining capacity to generate real-time scheduling scheme can be guaranteed.Returning airline scheduling analyzes the returning aircraft schedulingand returning crew scheduling problem separately. It constructs the corresponding mathematical models as the basis for integrated airline scheduling problems. On this basis, given the mathematical model describing the integrated returningscheduling problem, the column generated by the branch and bound algorithm design strategies and heuristics used to solve the model.Finally, the simulation results indicate the stability of the method and provide effective and real-time decision support for airlines.
