Large and medium-sized biogas projects of poultry farms can optimize the energy consumption structure in rurals, reduce the national energy’s pressure, cut down the pressure of the environmental pollution. But the running efficiency of biogas project is also one of the key problems need to be solved on promoting biogas project, For solving this problem, the most important thing is to conduct the comprehensive evaluation of biogas project, therefore, carrying on the comprehensive evaluation of large and medium-sized biogas project has important practical and theoretical significance. Comprehensive evaluation can lay the theoretical foundation for biogas project implementation effect of comprehensive scientific measure; Comprehensive benefit evaluation also can effectively find problems and deficiencies in the operation of biogas project, and feedback relative information timely and effectively, improve Suggestions and opinions, to improve the investment benefit, and provide management experience and technical support for the implementation of the new project. Evaluating the large and medium-sized methane project on livestock and poultry farms in advance can avoid blind construction, cause unnecessary waste; Evaluate things in process can inspect running effect, in order to improve the process; Conducting post evaluation can summarize experiences and lessons, guide the improvement of construction and engineering design. Therefore, there is great significance to strengthen the construction of large and medium-sized methane project on livestock and poultry farms and strengthen the evaluation of the whole process.Fuzzy clustering analysis methods are adopted in this paper to determine the final four aspects including economy, society, environment and technic of the comprehensive evaluation index system in total of 20 evaluation index, a multi-level fuzzy comprehensive evaluation model is built for large and medium-sized biogas project, which include AHP and entropy weight, then develop fuzzy comprehensive evaluation software based on AHP and entropy weight for large and medium-sized biogas project, making the evaluation index and evaluation method is scientific, achieve the purpose of convenient and practical. Follows are the main research conclusions:(1)The research of the comprehensive evaluation index system of research: discusses the actions and features of the system, construction theory and indicators. Analyze the existing evaluation index system both at home and abroad, and according to the characteristics of large and medium-sized biogas project in China, using the method of fuzzy clustering analysis, finally determines four aspects including economy, environment and so on, containing 20 evaluation index.(2)To research the comprehensive evaluation model, analyze and compare the existing comprehensive evaluation methods and determine adopting multi-level based on AHP and entropy weight comprehensive evaluation model for the large and medium-sized biogas project, enriched and improved comprehensive evaluation method of the large and medium-sized biogas project, and the whole process of judging has clear concept, simple calculation.(3)Software development of Comprehensive evaluation: based on C++, Fuzzy comprehensive evaluation software is developed for large and medium-sized biogas project, simplify the evaluation process, and make the operation simple, promote the application scope of comprehensive evaluation.(4)The empirical research: Take the large and medium-sized projects in Heilongjiang province as an example, checkout the scientific, objectivity and feasibility of comprehensive evaluation method and the index system is established.During the period of the research, take a special focus on the questionnaire investigation, system valuation, case analysis and other methods of comprehensive using, combined with the evaluation results to analyze the solutions and the remaining problems in the system of comprehensive utilization of biogas project, besides, giving theoretical guidance for design, construction and operation of biogas project.Based on the analysis of composition and characteristics of the large and medium-sized biogas project comprehensive benefit, combining with the actual situation of large and mediumsized biogas project operation, build comprehensive benefit evaluation index system for comprehensive evaluation model large biogas, and through the empirical research of large and medium-sized biogas project in Heilongjiang province to test the scientific, practical and feasibility. On the basis of the research’s analysis, follows are the main conclusions:(1)Build a comprehensive evaluation decision-making index system including four aspects and 20 indicators for large and medium-sized biogas project, the 20 indicators basically cover all useful information of comprehensive evaluation for large and medium-sized biogas project, it also provides the empirical basis for the artificial intelligence method in comprehensive evaluation of the large and medium-sized biogas project application.(2)Building the multi-level fuzzy comprehensive evaluation decision model for large and medium-sized biogas project, it not only enriched and improved the comprehensive evaluation method of the large and medium-sized biogas project, simply the complex problem of comprehensive benefit construction for large and medium-sized biogas project, and by analyzing a weighted comprehensive evaluation step by step on the benefit of large and medium-sized biogas project, but also help to overcome the past shortcomings of too single, only focus on one aspect of benefit evaluation for large and medium-sized biogas project, and the whole process of judging can be more clear, simple calculation, at the same time it realized the good combination of the objectivity of the data information and the subjectivity of the experts. Effectively solve the problems including subjectivity is not for sure, the result is not accurate of the comprehensive evaluation comprehensive.(3) Fuzzy comprehensive evaluation software is developed on the basis of C++, containing AHP and entropy weight for large and medium-sized biogas project, realized the evaluation results or lost for a quick, and simplifies the evaluation process, making the application of the comprehensive evaluation can be promoted.(4) Put forward the criteria of comprehensive evaluation adapted to livestock and poultry farm waste management of large and medium-sized biogas project. For no comprehensive evaluation criteria of large and medium-sized biogas project, in this paper, in reference to the existing ecological agriculture construction projects related to environmental criteria and evaluation criteria on the basis of the proposed system of comprehensive evaluation on large and medium-sized biogas project.(5)Selecting two large and medium-sized biogas projects in Heilongjiang province as an example, the system is verified for large and medium-sized biogas project, the evaluation criteria and evaluation method is feasible and practical. Livestock and poultry farms in Heilongjiang province according to the evaluation result and the main influence factors of the development of large and medium-sized biogas projects of waste disposal, put forward the countermeasures for the construction of large and medium-sized biogas project, it has great significance to provide a theoretical basis for the development of large and medium-sized biogas project in Heilongjiang province and benefit the government to make relevant policy.
