Research On Pricing Of Forest Environmental Resource Based On The Marginal Opportunity Cost

Forest environmental resources are the material basis for human’s survival. Reasonable pricing system of forest environmental resources can promote the optimal allocation and rational utilization of forest environmental resources, thus providing important information for macro-economic decision and relevant policy formulation. The past researches mainly focus on value classification, evaluation method and process, and evaluation examples on a wide range of areas. There are less basic theoretic researches on forest environment resource pricing or on forest environment resource pricing method which solves many basic questions like the measurement evaluation and value accounting of forest environmental resources. Therefore, the systematic research on forest environmental resources pricing theory and the innovatively designed concrete forest environment resource pricing method is an important theoretical and practical research topic.This paper Combines many basic principles of multiple disciplines like forestry economics, ecological economics, resource and environmental economics, and adopts a complex systematic integrated research method as well as normative analysis and empirical analysis method. Based on the research results of the forest environment resources value evaluation theory and methods, this paper carries on a systematic study on forest resources pricing on the basis of marginal opportunity cost. Through systematic study, this paper has initially formed of a set of relatively complete theory and method system on forest environmental resource pricing on the basis of marginal opportunity cost. The research mainly includes the following five aspects:1. This paper first defines the concept of forest environmental resources, and discusses its connotation, characteristic, classification methods; Analyzes the present situation of forest environmental resources; Analyzes the price of forest environmental resources current situation; This paper expounds on the differences on the existing forest environmental resources pricing and the cause of these differences; Puts forward to perfect the price of forest environmental resources structure and build a sound the price of forest environmental resources system.2. This paper carries out a research on the reason for forest environment resource pricing. This paper analyzes the traditional resource values of the harm; Application value and price theory discusses the economic logic meaning of forest environment resources value and the price; applied public product theory and external effect theory analyze forest environmental resources and market failure in forest resource allocation; analyzes interactions between forest environment resources and the economy; thinks that to ensure economic and environmental sustainable development of forest resources, it is necessary to set up a perfect forest environmental resources market mechanism; use the price means to adjust the relation between protection and utilization, so as to guide the reasonable use of forest resources.3. With the forest environmental resources of Wuyi Mountain in Fujian province national natural reserve as the research object, this paper has made empirical research on forest environmental resource pricing based on marginal opportunity cost and verified the feasibility and rationality of the proposed marginal opportunity cost pricing model in forest environmental resources pricing.The forest environment resource pricing research in this paper includes thoughts on the forest environment resources value, price and other basic theories-constructs a more perfect method system based on marginal opportunity cost pricing, and also carries out the study on actual operation level. Research shows that forest environmental resource pricing on the basis of marginal opportunity cost of is a feasible pricing method. I believe that the work of this paper will perfect and supplement the existing forest environment resource pricing theory and method, thus providing economic help for the allocation and utilization practice of forest environmental resources.
