Research On The Measurement And Analysis Method Of Standards And Its Agricultural Applications

Research on the measurement and analysis method of standard document is a cross research field between the Bibliometrics and the standardization. The research task is based on the project of “research of the standard information analysis method based on reference”(project no: 252013Y-3059).Bibliometrics has nearly formed the framework of the system of research methods which include the citation analysis methods, the time dimension analysis methods and the spatial dimension analysis method after 100 years development. The methods of Bibliometrics are widely used in the fields of periodical papers, patent documents, network information and scientific data but have not yet set foot in the field of standard literature. The standard documents has important value of information technology as the embodiment of standardization for scientific and technological progress of the best practice. The bibliometrics methods applicable to the standard document has an important meaning both on the standardization and bibliometrics.This paper reviewed the standard information analysis requirements,combined the bibliometrics methods,analyzes the characteristics of standard literature, constructs three main methods for the standard document includes the five dimensions method, standard literature half-life algorithm and standard literature level evaluation method.(1) One Standard adopted by other standards is one of the main ways to reflect it’s influence. This paper applies the bibliometric methods to measure the influence of the standard document and provide a new method named “five factors model” for the first time. “five factors model” can main measure the five factors including strength,validity,range,viscosity and speed. This paper uses the “five factors model” to measure the influence of ISO standards for the GB/T standards juring the year 2006 to 2015.(2) The standard’s reference relationship cannot reflect its influence to the society being because the standard has the characteristic that is different from other science and technology literature. We can use the information of enterprise self declaration of it’s using standards as the data to measure the extent of be used. This paper make a new method to measure the half-time of standard based on the standard’s information of enterprise used and use the method to make a Empirical analysis for the Chinese “GB” standards.(3) This paper compares the similarities and differences in citations distribution, citation motivation,knowledge linkage and the results shows that we can not use the citations to analyse the stanard’s value. We can use the information of enterprise self declaration of it’s using standards as the data to measure the extent of be used. This paper make a new method to measure value of standard based on the standard’s information of enterprise used and use the method to make a Empirical analysis for the Chinese “GB” standards.(4)This paper proved that the standard literature measurement analysis method can be better used in the analysis of agricultural standard through two empirical research which used the method proposed by author on the agricultural standard data.
