Global climate change has a profound impact on human survival and development. Climate change is due to the greenhouse effect caused by global warming and its causes of a series of meteorological factors for change. The "Twelfth Five " plans in china actively respond to global climate change, strengthen scientific research on climate change, and actively carry out international cooperation in dealing with global climate change.Disaster of forest pests in China is one of the major natural disasters. It does not like fire, flood, earthquake or other disaster which was dramatic and tragic, but can cause great harm to forest ecosystem and people’s health, known as the" non-smoky forest fire". According to statistics, China’s forestry harmful pests amounted to 8000 species, among which nearly 300 species caused serious harm to forests. The annual occurrence area of the pests is about 10 million hectares and the direct economic losses and the loss of ecological value are as high as 880 hundred million Yuan or above. With climate change, Chinese forestry harmful biological disasters harm was aggravated the situation. Studying the effect of climate change on Chinese forestry pests and putting forward the corresponding countermeasures are our urgent tasks of science in national forestry pest control work.This paper summarized the forestry pest’s variation range and characteristics, analyzed the possible trends, discussesd the corresponding measure under the conditions of climate change and Heilongjiang province forestry pests changes, using the ecology, statistics, management theory, qualitative analysis and quantitative analysis, normative research and practice of integration approach, the relevant data and field survey data on the basis of defining.The results show that, Heilongjiang Province, the average temperature of the overall upward trend is given priority to, every year to 0.05 degrees warming trend of increasing, significant.
