Study On The Construction Of Rural Public Cultural Service System

Culture plays an important role in the development of economy and society. The Communist Party of China has paid great attention to cultural construction since her establishment. At the beginning of the new century, she put forward to build the system of public cultural services covering urban and rural areas and made the equalization of the services between urban and rural areas come true. Strengthening the construction of rural public cultural service system is important and necessarily. And there are some good opportunities for it. At the present, the rural areas are far behind the urban areas in the construction of public cultural service system. The construction of rural public cultural service system plays a key role in the national public cultural service system. The developed national public cultural service system needs developed rural public cultural service system. The construction of rural public cultural services is facing various problems and difficulties. So strengthen the theoretical study is important with the practice. There would be important significance in the study.This paper discusses the basic connotation of public cultural service system, to define related concepts, to analyze of the characteristics and composition of rural public cultural services, and to research characteristics of the rural public cultural service system. The cultural construction of various periods after the founding of the Communist Party of China is studied in the paper. The history of the rural cultural construction, the acquired achievements and the existing problems from the founding of new China has been analyzed. And references we can use for to current rural public cultural service construction have been analyzed. The condition of the public cultural service construction in the developed countries (the United State, France, Britain and Japan) has been studied in this paper, and the reference for current construction of the rural public cultural service system in China are studied, too.In this paper, the problems in the capital investment, in the construction of the Rural Public Cultural Services’ infrastructure, the public services production and provision are studied. And the problems of unbalanced construction among urban and rural areas, districts and villages, the problems of cultural talent shortages in rural areas are also studied. The reasons of above problems are researched. And the countermeasures to the reasons of the problems are put forward. They are the construction of legal system, the reform of systems and mechanisms, perfecting the financing system, strengthening the building of talent team. And the countermeasures about how to strengthen the building of talent team, how to strengthen the construction and management of infrastructure and how to improve the system of production and provision are put forward. To acquire better achievement in construction of the rural public cultural services, both how to improve the work of statistics and evaluation and to establish a sound assessment system are studied.
