In recent years, the regions in the west of Inner Mongolia have attracted more researchers with the ever deepening of the local and regional historical study. Currently, the academic studies focus mainly on the issues such as immigration and colonization, social-economy as well as environmental change while few works specialize in the political situation change of Mongolian Leagues. This paper carries out a systematic analysis on the political situation of Wulanchab and Ikh Juu Leagues (Here in after referred to as Wu-Yi Leagues) before the 20th century on the basis of previous studies and documental materials especially of the official institutes in Mongolian Leagues and with reference to the former and latest critical works. The paper comprises four parts:Chapter one is about the political turmoil in the early years and the opening of "Western leagues Wang Gong meeting". It tells various measures taken by Yuan Shikai to collaborate the upper class of Mongolian league nobles and the opening situation of "Western leagues Wang Gong meeting" in terms of the Mongolian historical files and Chinese works. It analyses the correspondence contents between Wu-Yi Leagues and Mongolian political parties before and after the conference and also corrects the uncertain writing in the previous historical documents and the wrong expression in the current works.Chapter two introduces the south invasion of Mongolian army and wars with Ulanqab League. It gives detailed description of the Suiyuan Rigion situation before the Mongolian army invasion and the war between two sides in the area of Karka Western Banner, Ulaqab League acncording to the unused materials of Mongolian official institutes as well as Chinese documents.Chapter three deals with the issues on establishment of Suiyuan special administrative region and the conflicts between banners and counties. Apart from the topics of "Gui sui wu—Yi Federation", this part discusses the internal relation between Jinsui divided conquer and Suiyuan special administrative region and expansion of Suiyuan power into the Mongolian Leagues areas as well as the fighting among the banners and counties.Chapter four is about the relation between the noble upper class in Wu-Yi Leagues and central government. It tells the identification and background of voters and candidates in the past senator election activities held by the parliament and central legislatures during the period of Beijing Government and Mongolian nobles’attitude toward the government of the republic of China and their attendance and performance in the politics. It also figures out the existing problems and features of the senator election activities by the parliament and central legislatures.Conclusion part offers an analysis on the basic process and characteristics of Wu-Yi Leagues political change in the early period of the 20th century.
