During the Puppet Manchukuo period, the Japanese Occupied the Eastern Inner Mongolia, and carried out different colonization policies with the Northeast and the Western of the Inner Mongolia. Based on the previous study results, further tap puppet Manchukuo Government Gazette,which was official documents and published by the puppet Manchukuo government and ShengJing Times,which was the first newspaper by the Japanese in northeast China’s in Modern and so on, the article took the Japanese colonial policy practiced in Eastern Inner Mongolia as an organic and inseparable whole study.This article consists of six parts:Introduction,the part include the review of academic history, data sources, issues raised and the related problem of definition.Chapter One: After the Russo-Japanese War, the evolution of the Japanese invasion of the Eastern Inner Mongolia regional policy. Before the Mukden Incident, the main of the Japanese aggression in the Eastern Inner Mongolia was economic plunder, investigations,organized enterprise and supportted the Mongol princes for independent or autonomy movement.。Chapter two: reform the central and provincial administration.In the center government, set up a special management of Xing’an Bureau(later renamed the Xing’an Department), and re-designated the Eastern Inner Mongolia into four provinces. After the Rehe war, increased to five provinces; In local, by Banner system coexis with the county system, BaoJia system, street and college system and so onsystems, the Japanese strengthened the control of the people at the bottom. Religious policy, the Japanese reformed the Lamaism through unification the managed the civil religion and implanted Shinto to weaken indigenous religion to control the beliefs of the people. Educational policies: the Japanese reformed the educational institutions, embraced education authority, issued the new academic education, control the content of textbooks for teaching.Conclusion : Analysis the nature and its harmfulness of the political,economic, cultural, military and other polices which were Japanese colonially ruled and plundered the eastern Inner Mongolia region.
