Marxism Consciousness Under The Vision Of China's Public Participation System Construction

Public participation, a vital parts of governmental innovation, a clear-cut symbol of democracy and an protection of the interest of the people and the masses, makes great achievements in recent years in administrative law-making, administrative planning and administrative act in china. On the other hand, public participation is also encountering some difficulties and facing intense challenges, impacting the development of public participation. In order to solve this problems comprehensively, the most important issue is how to motivate the enthusiasm of the public to participate; how to play the positive role of participation and how to construct the public participation institution suitable for china’s current situation.There exists two different kinds of challenges from the public participation development in china. At the institutional level, the imperfect and non-enforcement of related regulation is a big challenges. At the theoretical level, the deficiency of related theory on transplantation and development is also an important one.In order to combine Marxist theory of the people and the masses with public participation trend, this thesis tries to use the Marxist theory of the people and the masses as the theoretical guidance to reform and perfect the current public participation construction. It is not the authentic and effective public participation if we transplant the institution totally from other developed capitalist countries without our own theory. In fact, our public participation system should be different from those capitalist countries because of our socialist characters, especially political system and political purpose.The 1st chapter mainly focuses on current situation and difficulties of our own public participation system construction. Firstly, the thesis describes the background and concrete arrangements of public participation in those western countries, pointing out it’s critical defect; Secondly, the thesis analyzes how the public participation was introduced and transplanted into our country gradually; thirdly, the thesis analyzes the difficulties in the construction and development of our own public participation; Lastly, the thesis tries to get a conclusion that our own public participation should development under the guidance of the Marxist theory of the people and the masses.The 2nd chapter primarly deals with our own mode of public participation, which is theoretically guided by Marxist theory of the people and the mass. Firstly, the thesis analyzes the culture, economic and social background of public participation, pointing out the build-in defects of participatory democracy in western country; Secondly, the Marxist view of the people and the masses, which should be the theoretical basis of our public participation, is discussed in-depth and fully.The 3rd chapter mainly analyzes the process of the subjectivity of the people and the masses.Firstly, the paper do research on the specific arrangements of different roles in participation, pointing out that the changes of concept of the people and the masses is the signs of development of subjectivity; Secondly, the thesis do research on participation mode and factor affecting the participation; lastly, the thesis do a thorough analysis on the related factors affecting the public participation.The 4th chapter makes an introduction of ways and means of the participation construction under the guidence of the Marxist theory of the people and the masses.Firstly, factors affecting the public participation and different ways of participation are introduced respectively; Secondly, this paper do research on the ways of participating in the mass line;Lastly, the paper analyzes the possibility of compound mode of participation, which is guided under the Marxist theory.The 5th chapter reviews the practice of public participation in local legislation under the guidence of Marxist viewpoint of the people and the masses. The paper analyzes the compound mode of public participation during the process of formulating The Regulation of Ancient Wall Protection of xi’an. Firstly, the paper do research on the mass line from the perspective of decision-making mode, pointing out that the public participation in current situation is the specification and the realization of the mass line; Secondly, the paper do analysis the background of the experiment of local legislation;thirdly, the paper analyzes and concludes that the public participation in local legislation is the realization of the Marxist viewpoint of the people and the masses; Lastly, on the basis of the full research on local legislation experiment in xi’an, the paper concludes that the public participation is important theoretically and practically.
