Construction Of Chinese Participatory Democracy Institution Under Marxism’view Of The Masses

Participatory democracy is an important part of the governmen administrative innovation in contemporary Western developed countries, which expands citizen’s direct participation in state affairs and social organizations. In recent years, there is an increasingly number of the relevant practical activities about public participation in China, and made certain achievements. However, due to the current Chinese society is still in transition, a variety of confrontation is inevitable. Thus, Democratic participation is still in disorder, and these problems have affected the healthy development of participatory democracy in China.To construct Chinese participatory democracy must play an active role in participatory democracy, which can make participatory democracy suit Chinese national condition. It needs to integrate the demands of different interests in different sectors which is in the democratic participate activities. That can make the behavior of participatory democratic in a normative and ordered way.Presently, Chinese participatory democracy faces two challenges, namely, lacking a complete theory as a guide, and lacking appropriate systems for a implement basis. If copy the participatory democracy of the western developed countries, there will inevitably be the theory and institution’s "non-acclimatization." This paper attempts to combine the concept of Marxist mass with the participatory democracy, and attempts to guide chinese participatory democracy construction which basis on the concept of Marxist mass with Chinese characteristics formed in Chinese long time revolution and construction.Around the above proposition, the article analyzes the development status of theory and system of participatory democracy in China, explores the basic situation of participatory theory, and also analyzes the development dilemmaof participatory democracy. Through combnation on the formation and development of the concept of Marxist masses, and analyze enrichment and development of Mass Viewpiont in the Chinese Communist Party, it can explore the theoretical and institutional conjunction of the Marxist masses and participatory democracy constuction, and also explore the construction path of Chinese participatory democracy under the guidance of the concept of Marxist mass.
