The Communist Party Of China Inner-party Democracy At The Grassroots Level System Construction Research

To build primary Party organizations is the basic project for the Party to play itsgovernance role. As the cell of primary Party organizations, Party members play amain role in building them; and therefore, to build intra-Party democracy, which is torespect the principal position of Party members and guarantee their democratic rights,are the important content to build primary Party organizations. Primary Partyorganizations to expand intra-Party democracy is bound to the institutionalconstruction, although the exertion of institutional function also needs a process ofadaptation. The institutional construction of intra-Party democracy at the primarylevel is a major issue that is badly in need of research. The dissertation is using themethods such as Documentation Research and Social Investigation, starting with thetheoretical analysis, taking the institutions of intra-Party democracy at the primarylevel as the object of study, combining with the foreign and domestic reality ofbuilding intra-Party democracy, putting the problems of intra-Party democracy at theprimary level in perspective, improving the path of relevant institutions of intra-Partydemocracy at the primary level, committing to understanding of the problems fromthe regularity, generality and systematicness of development, and making theoreticalexploration for institutional construction of intra-Party democracy at the primarylevel.The dissertation consists of three parts as the Introduction, five chapters mainbody, and the Conclusion part.The Introduction part includes the research origin, the significance of topicselection, the research ideas, methods, and status.The main body of the dissertation includes five chapters as follows:The first chapter: the related theories on the institutions of the CPC intra-Partydemocracy at the primary level. Theoretical analysis is the foundation of study. Thereare some key words in the subjects of institutional construction of the CPC intra-Partydemocracy at the primary level, such as democracy, intra-Party democracy, intra-Partydemocracy at the primary level, and institutions. The main content of this chapter willbe constructed through theoretical analysis of these key words. The analysis in thischapter is from three aspects, that is, from democracy to intra-Party democracy, from intra-Party democracy to intra-Party democracy at the primary level, from institutionsto the institutions of intra-Party democracy at the primary level are analyzed.The second chapter: the basic situation in building intra-Party democracy at theprimary level. Basic status quo is the stating point and the goal of theoreticalresearch.The foothold of current research in building the institutions of intra-Partydemocracy at the primary level is specified more clearly from the comparativeperspective of intra-Party democracy of the world party; the research pertinence andurgency are better reflected from the perspective of the problems that exist in buildingintra-Party democracy at the primary level and the difficulties that it faced. Thus, theinevitable trend of institutionalization is concluded. Meanwhile, there are someproblems that institutional construction is confronting with. This chapter is dividedinto three parts accordingly, namely that, the general state of intra-Party democracy ofWestern party, the current situation in building intra-Party democracy at the primarylevel, the problems that institutional construction of intra-Party democracy at theprimary level faced.The third chapter: to improve the institutions of the CPC intra-Party democracyat the primary level. Institutional system is the preference for good institutions, and isalso the important guarantee for effective exertion of institutional function. Forimproving the institutions of intra-Party democracy at the primary level, we mustmake efforts to build the institutional system. It involves three aspects of theinstitutional system: elements, interaction, and environment. Therefore, this chaptermakes a study from three aspects as the construction, the interaction of institutionalelements of intra-Party democracy at the primary level, and the environmentalconstruction of its institutions.The fourth chapter: to innovate the institutions of the CPC intra-Party democracyat the primary level. Institutional innovation is the power source of institutionalconstruction, the basic path of institutional supply, and the inevitable choice ofbuilding the institutions of intra-Party democracy at the primary level. The institutions,which are to build intra-Party democracy at the primary level, are in the state ofinadequate supply, thus, for building intra-Party democracy in primary Partyorganizations, it is the path selection that we innovate the institutions of intra-Partydemocracy at the primary level. This chapter makes a study from three aspects, that is,institutional innovation is the inexorable requirements for developing the institutions of intra-Party democracy at the primary level, the selection and path of innovating theinstitutions of intra-Party democracy at the primary level.The fifth chapter: the evaluation system that is to build the institutions of theCPC intra-Party democracy at the primary level. On the one hand, the subjectivedesign of the institutions is reflected in institutional construction; on the other hand,the interaction between people and institutions is also reflected in it. Therefore, itinvolves the evaluation of institutional construction in its process. It will be linkedwith three kinds of content, such as the basic principles that are to build theinstitutions of intra-Party democracy at the primary level, its standard of conduct, andthe value evaluation.The Conclusion part makes a brief summary of the dissertation, and it alsoelaborates on the topic that is to be further studied.
