Research On The Responsibility System For The Implementation Of Intra-party Regulations

In order to solve the problem of "difficulty in implementation" of intra-party regulations from the source,in 2019 the Central Committee of the Communist Party of China issued the "Responsibility System for the Implementation of Intra-Party Regulations of the Communist Party of China(Trial)",which is the first intra-Party regulation to specifically regulate the implementation of intra-Party regulations.However,good rules still need to be combined with good governance.The formulation and promulgation of the "Regulations" are more conceptually to provide vision and direction for solving the problem of "difficulty in implementation",and they also need to be concretely implemented and effective.But,in reality,there are still many problems in the implementation of the responsibility system of internal party regulations,whether it is the system norm itself or the implementation of the system.For example,in terms of the main body of compliance responsibility,a few of the main body of compliance responsibility have weak sense of responsibility and insufficient compliance ability;in terms of the content of compliance responsibility,some system regulations are too principled,and procedural regulations and substantive regulations are not balanced;In terms of performance,the construction of supporting systems for compliance is not systematic enough,and the supply of execution resources is insufficient;in terms of supervision of compliance,the supervision of compliance is not strict enough,the degree of scientific performance assessment is not enough,the setting of compliance evaluation mechanism is not reasonable enough,and the responsibility for compliance is not enough.In terms of investigation,the accountability system for compliance has not been perfected,and the accuracy of accountability for compliance is insufficient.Therefore,in order to effectively promote the implementation of the responsibility system for the implementation of intra-party regulations,it is necessary to put forward corresponding countermeasures and suggestions.Such as strengthening the ability and quality of the main body of compliance,improving the scientific design of the system content,improving the performance mechanism of compliance responsibility,improving the supervision and inspection system for compliance responsibility,and improving the accountability and punishment mechanism for compliance.
