The Development Of The Cultural Rights

The essence of development is to realize human development; to achieve survival, enhance its strength and realize values of development process; to enjoy the freedom of lifestyle according to human beings’ dignity and rights of free choice. Human being is not an abstract being, with its development inseparable from specific cultural forms. Human being shares a common characteristic of culture. How people choose to live and to achieve their own rights has intrinstic connection with culture. This is the prerequisite of human beings to achieve comprehensive development, and the objective to transcend materialistic existence as beings with spiritual existence, and at the same time, the perpetual driving force and rational guarantee to achieve sustainable develpment of societies and human beings. The cultural right is an important indicator and representation of human development. To measure development with cultural rights is not only an assurance of the abstract spiritual level of human beings, but also an dimension to measure the development of the spiritual activities specifically. With concerns of cultural homogenization brought about by economic globalization, this is also an analysis of the cultural essence of human beings. Furthermore, it reflects a profound comprehension toward freedom and comprehensive development of human beings.The main purpose of this study is to find out the ideological evolution of the development of cultural rights, its dimensions and intrinsic construction, in order to reveal the position of cultural rights in human development. With analysis of cultural rights, implications of culture, the cultural development and cultural rights from the developmental perspectives shall be achieved. Through redefination of the ideological evolution cultural rights, a clearer theoretical understanding of its origin is expected. With analysis of the factors that affect cultural rights through multi-dimensional persectives, how cultural rights are realized shall be looked into. And finally, through cultivation of cultural rights awareness and realization of cultural rights aspirations, the author expects to to explore the practical ways of rights realization in order to deal with perplexities and problems faced with the development of cultural rights.
