There were considerable studies on the Question of representation of China in the UN."Tsiang Tingfu Documents" in Harvard-Yenching Library, which held by Tsiang Tingfu, a diplomat who dispatched by Taiwan to the UN at that time, is comparatively complete, rich in content and rarely seen in the historical materials of a kind."Tsiang Tingfu Documents" is being sort out and unreleased now, only used by very few people. This thesis studied Taiwan’s negotiation with other countries in1961for preserving the representation of China in the UN, mainly based on combing the "Tsiang Tingfu Documents". By sorting out the rare historical materials, the thesis has supplied a deficiency and gleaning for the history, which was darkened by the time, so as to make this phase of history clearer and more specific. In order to gain the goal, the body of the thesis was divided into several parts as follows:Chapter one,"origin and evolution of the question of representation of China (1949—1960)", mainly based on the "Tsiang Tingfu Documents" to comb the origin of the question of representation of China in the UN, the United States Camp and the Soviet Union Camp pol icy, and the evolution of the question of representation of China from1949to1961, the activities and effect of Taiwan had fought for it from1949to1961, also described the correlation of the admission of the Mongolian People’s Republic into the UN and the question of representation of China. The chapter foreshadowed the chapters that follows.Chapter two,"Tsiang Tingfu’s negotiations in the UN", is the key part of the thesis. This chapter also mainly based on the "Tsiang Tingfu Documents" to deal with the negotiation of Taiwan "Delegation to the United Nations" led by Tsiang Tingfu with other parties, especially with the United States, in order to preserve representation of China in the UN in1961. In course of the negotiation, Tsiang Tingfu’s view and suggestions on the important questions, such as abandoning "Moratorium Act" or not to ask for others’request, the merits and demerits of the "Important Question Act", voting in a flexible way or not on the premise of checking Mongolian People’s Republic into the UN, how to brighten Francophone African countries’mood, walking out or not during deliberating "Mongolian Act", etc., which suggestions had been adopt, which had been denied, the impact on Taiwan authorities’decision. The content above never studied by others.Chapter three,"Decision-making level of Taiwan’s negotiations and decision on the question of representation of China". Only agreed by Chiang Kai-shek, Tsiang Tingfu’s suggestions would have been adopted. Chiang Kai-shek had been the final decision maker in Taiwan. The chapter dealt mainly with Chiang Kai-shek’s journey of heart in1961by analyzed the rare historical materials "Chiang Kai-shek Diary". The chapter discovered details on Chiang Kai-shek’s negotiation with leaders of the Middle East and Francophone African countries, and the instructions to diplomats at the production line. The chapter also studied the discussions, negotiation of "Foreign Ministry" and "Executive Yuan" and the instructions of them to Taiwan’s organizations abroad.Chapter Four,"Embassies and consulates in foreign countries, public opinion with the negotiations on the question of representation of China", there are rich content in "Tsiang Tingfu Documents" connecting with this part, which shows that the evolution of the question of representation of China had produced a wide response from the public in Taiwan, and there had been many factors pin down Taiwan’s "diplomacy". By combing activities of "embassies (consulates)" on the question of representation of China and the question of Mongolian People’s Republic into the UN, the inquiry, query and decision of "the legislative yuan", and the mainstream of public opinion, the chapter studied which part had been concerned by Taiwan authorities, and how the latter had effected public opinion in a planned way. The chapter tried to study the complexity in course of Taiwan authorities implementing the "diplomatic" policy.The thesis only elaborated on the questions which showed in the "Tsiang Tingfu Documents" and other rare historical materials the thesis used, there may be a few omissions in the thesis, so the chronology of the events of the question of representation of China in the UN from October10th,1960to December19th,1961was draw up as appendix.Based on reading, sorting out and analyzing the "Tsiang Tingfu Documents", the thesis tried to complement many historical details on Taiwan’s negotiation on the question of representation of China in1961and the activities of Taiwan’s "Delegation to the United Nations" led by Tsiang Tingfu and the negotiations of the "embassies (consulates)" with other countries, which almost never studied, and also to put forward amendments to some views. Moreover, the thesis mainly based on the "Tsiang Tingfu Documents", complemented with other rare historical materials, such as "Chiang Kai-shek Diary" and "Foreign Ministry Archives", tried to show some phases of Taiwan’s "diplomatic" decision and the operational mechanism on the question of representation of China in the UN.
