Korean public officials’properties registration and open system has experienced a long evolution period. It was introduced into the agenda of Congress initially in the form of the proposal in1960s, and into the first practice based on the administrative directives. Then, the government established the legal basis of the system. During the Kim Young-sam period, the government comprehensively reformed the existing system, and established a new kind of public officials’properties registration and open system.The system evolution was finished during the Kim Young-sam period. It was the result of historical, subject and environment elements. Firstly, by the time of Kim Young-sam, the system has developed from the stagnation stage and the innovative stage. It was possible to finish the system evolution by the way of amending legislation. Secondly, President Kim Young-sam’s strong will against corruption and a variety of initiatives implemented, ensured the progress of reform. Thirdly, the environment facing the Kim Young-sam government helped the completion of the system evolution. On one hand, the problem of corruption left by the former governments has become so extremely serious that the new government should take various anti-corruption measures to get rid of the dilemma. On the other hand, the government ecological environment composed of economic factors, social factors, and political framework also created favorable conditions for the completion of institutional change.The Kim Young-sam government’s reform included a series of sectors of registration, open and review. In the registration sector, the government revised the law to expand the scope of the original registration obligators, to introduce the system of refusing to inform the property, to enlarge the number of the original registration departments, and to make legislative the method of liquidated prices, etc. In the open sector, the amended law repealed the original provision of properties in private and established the open system for registering properties, provided specific items of public object, time and procedures. In the review sector, it transferred the registration jurisdiction from registration department to the Public Offers’Ethics Committee, strengthening the review authority, and establishing the system of appointment censorship. The original sanctions have been changed to be more systematic and stringent. Evaluated on the basis of the comprehensive analysis of inside-system and outside-system, the reformed system did cause a large shock in the community, welcomed and supported by Korean people. During the implementation, senior officials including the speaker of parliament, parliamentarians, and government officials were forced to resign or arrested due to real estate speculation, tax evasion and others. This was particularly reflected in the onset of Kim Young-sam government reform. But on the other hand, after running for a period, some problems was revealed gradually, and needed further improvements in terms of registration subject, the calculation of registration properties, properties review and punitive measures.After the era of Kim Young-sam government, the following governments all have passed the amendments of the Act to supplement and improve the system with the aim of ensuring institutional effectiveness. However, these amendments were only limited to the minor repairs and it was not possible to make the system developed into a more mature stage. Thus, the author give some advice to improve the system on enactment, entities, implementation, assessment and feedback, institution aggregate and environment, etc.As for China, it is necessary to learn from the constructions of the properties declaration system of Korea in order to build the clean carders, improve the process of political democratization and build a harmonious society, and creat a favorable image of the country.
