Promoting institutional innovation is the key of anti-corruption system, and theeffect of the innovation could be controlled by choosing and changing the mode ofinstitutional change. From studying the theory of institutional change, we know thatthe mode of institutional change include mandatory change and induced change, andthe two modes could be complemented and replaced by each other. The governmentdepartments carry forward the mandatory institutional change by laws and orders. Theinduced institutional change evolved by itself or be promoted by civil society. Theanti-corruption institutional change can be departed in four times, the ancient times,the early days of new china, after the reform and opening up, the twenty-first century.The two modes take different proportions in every time. The anti-corruption systemshave three types, the one have historical basis, Spontaneous evolved and introducedfrom elsewhere. Every type has the different change mode. In summary, theanti-corruption institutional changing mode of china is leading by the mandatorychange and complemented by the induced change. This changing model has weakpoints, only apply the mandatory change can’t conquer “North paradox” and “pathdependence”. It restricted the efficiency of anti-corruption systems and make theinstitutional change become rigid. The best institutional change model is combiningthe mandatory change and the induced change, changing the mode in different stageflexibly in the institutional change process. Take different mode in formal system andinformal system. With the expanding of the media’s and people’s politicalparticipation, the induced mode plays an increasingly important role in institutionalchange. The anti-corruption institutional changes in China should take thegovernment-led induced change model, we must attach importance to the demand ofcivil society, but also pay attention to the system’s spontaneous evolution to test theeffectiveness of institutional change, and promote a virtuous cycle of institutionalchange. To do this we first need to change the ideas, to realize the controllability ofthe system changes. Secondly, we should improve the organization, expand theparticipation rights of the media and civil, encourage a competitive system, and fosterthe cultural.
