The modern political affaires are carried out relying on the core–the party. Based onsociety, running state and leading the society to make progress and development is essentialstate of the party in power. Wielding and running the state power is its political prerequisite.Propelling the society forward is its mission. In the epoch of the globalization and theinformation, each ruling party faces a serious challenge: common political, economic, socialand international problems. Contemporary political parties in the western countries in thelong-term ruling practice adopted a series of policies and governance initiatives, complywith the development of productivity, and play a positive role in improving the capitalistsystem. Although China and western countries differ in their political systems, politicalideology and values, the political party’s ruling theory as well as the ruling experience of inseeking truth from facts in contemporary western countries is helpful to perfect the situationof our country develop the party politics, contribute to the party to conform to the trend,self-innovation and modernization.Based on the theory of the contemporary western political parties in power as thebreakthrough point, this dissertation will analyze the contemporary western political party’sruling concept, ruling process schema, the governing law basis, the challenges andcountermeasures on issues to have awareness of personality, generality, summary ofcontemporary western political party in office and learn from the experience, in order toprovide certain enlightenment and draw lessons for our party.The full text is divided into five chapters:The introduction part mainly introduces the research background and significance,contemporary western political party’s domestic and foreign research, research ideas andframework of the paper, and the research methods.The first chapter: the contemporary western political party’s ruling concept vision.Firstly elaborate the party and ruling party’s concept, basic features, as well as the politicalfunction; secondly, to start with the contemporary western political parties in power in thecategory, analyze the competitive and monopolistic nature of two different political parties inpower structure and introduce the modern western political parties ruling of three kinds ofbasic forms, a separate ruling, a coalition and local governance; finally state theimplementation of policies, formulate laws and regulations, personnel appointment, distribution of value on the four aspects of contemporary western political parties in powerof the basic mode. This chapter is the part of basic theory, a subject of the thesis furtherdiscussed and theoretical foundation.Chapter second: Contemporary western political party’s ruling process schema. Thispart mainly discusses the contemporary western political party’s ruling idea, ruling way andruling policy. The ruling idea usually refers to fulfill the task of the ruling party, consolidatethe ruling status of the guidance idea and in the course of the sense of responsibility. Thispart studies western ruling party’s fate related to the ruling concept from the four perspective:western political philosophy, economics, social philosophy and the concept of internationalphilosophy. Most contemporary western political parties are in power in the competitionmode, to get the ruling status, they must take part in the election to obtain the rulingqualification, and then manipulate the parliament to make laws and regulations system, andintervene the government again to implement the party claims. An important symbol that thepolitical party has the rationality and the superiority is whether the economic and socialpolicy can propel and ensure the sustainable development of productivity, economicconstruction achievements and the improvement of people’s living standard. After World WarII, the political parties in the western countries have continuously adjusted and reformedadministration policies, so that the new changes in political, economic and welfare policieshave made the western countries achieve good results in the party policy innovation, lay abroad social foundation consolidate the ruling status.The third chapter: the legal foundation of contemporary western political parties inpower. The western countries in the long-term social practice have worked out theregulations of the law which can be used effectively to supervise the party in power. Thereare mainly has two kinds, one of which is the constitutional government and another is thelaw of political party. The first part states the constitutionalism form four aspects: themeaning of constitutionalism, the highest form of the democratic, the characteristics ofwestern constitutional culture, and the constitutional mode. Human being built up legalsystem based on democracy, viewing constitution as the core to ensure human rights,democracy, security restrictions limit the power of the government. This is the constitutionalgovernment. The constitutional government is a government whose democracy, human rights,rule of law support and restrict mutually. Secondly, this part studies the influence of the lawof western political party on the law, from the law contents of political party, the origin of the political party law, the meaning of the law and the form of it.The fourth chapter: Modern Western political parties in power of the challenges andcountermeasures. This chapter analyzes of the ruling party in western countries: twochallenges, one is the ruling party and the corrupt problems, and another is crisis faced bythe ruling party in the social change; and how the ruling party in western country copes withthese problems through reforming. Corruption always accompanies each ruling party,differing only in severity. Corruption will weaken the ruling basis of the ruling party, lead tothe decline, or even loss the power. In economic globalization, information society, under theinfluence of global integration, the control means of the ruling party’s political, the contentsand methods are new challenges. The western ruling party’s keep pace with the times,maintaining their ruling status through the improvement of the basic political system,vigorously promoting the process of rule of law, reforming the theoretical foundation ofruling party, strengthening the party’s representative, constructing popular party mode.The fifth chapter: contemporary western political parties in power experience andenlightenment. This paper is part of the creation of the starting point and goal. Almost all ofthe ruling party in pursuit of the goal: safeguard a country, consolidate the ruling position,and in order to realize this goal, the subjective requirement of the ruling party with scientificgovernance idea and thinking, the objective requirements of the ruling party have the abilityto govern. Chinese Communist Party came to power in China, which is a historical choice,people’s choice, but to keep the long-term ruling position, leading to social progress anddevelopment, we must increase our own ruling ability with the ruling environment and theruling condition changing. Contemporary western political party’s ruling theory widened thetrain of thought for our party to prevent the risk, to consolidate the ruling status.Constitutional thinking ruling is to strengthen the ruling ability construction of the party’sfundamental; the improvement of the party’s ruling way is to enhance the ruling ability of theparty the necessary way of constructing scientific; the operating mechanism of theinner-party democracy is important means to raise a leading ability of the political parties inpower.
