The study on organizational structure has a long history, yet it still takes an ever-changing look everyday. During past more than one hundred years, a great number of scholars 慳nd practitioners have made their contributions to its development at both theoretical and practical levels. In China, however, there is long-time absence of a systematic research on organization, particularly on the organizational structure. This thesis is about to change that situation, and intended to combine theoretical studies into practical accomplishment, too. It focuses on the organizational structural theory. By means of multi-disciplinary study, theoretical analysis, literature induction and comparison, it makes a systematic presentation of various schools of organizational structural theory in different times. And it applies those thoughts and concepts into real organizational management---the administrative structure in govemment---and brings up useful enlightenment and suggestion for the undergoing structural reform in local governments. This thesis starts with a general introduction about the research design, t including its objects, meanings, methodology and previous achievements. While elucidating the evolution of organizational structural theories, if the thesis divides them into five sorts, which are classical organizational structural theory, behavioral organizational structural theory, systematic and contingent organizational structural theory, environment-determined organizational theory and economic organizational structural theory. It makes a clear summary about them, and points out their specific strengths and weaknesses. After that, the thesis moves to the analysis of five typical structural models, which include Unitary Structure, Multidivisional Structure, Simulated Decentralization Structure, Matrix Structure, and Networked Organization (Virtual Organization). It analyzes them one by one, pointing out their characteristics, advantages and disadvantages, and predicting their future. On the basis of those theoretical analyses, the thesis finally applies them to the organizational reform in governments, providing some helpful suggestions and advice in the aspects of governmental functional conversation, deployment of authority, simplification of structure, legal administration and civil servants management.
