In order to play the political advantage, to avoid the most dangerous, It is a major task of our party faces, which goes through the whole process of the development of the cause of the party to close the relations between the party and the masses through the communication between the party and the masses of the people. The communication between the Chinese Communist Party and the mass formed in the specific historical conditions and for achieving the expected effect,which cannot do without the right operation of the communication mechanism.The communication mechanism between the Chinese Communist Party and the mass is a whole organic that in every period of the development of the party, in order to maintain close ties with the masses, and to achieve the party’s goal, formed among the party, people, information, communication channels, communication and other elements. Through the communication mechanism, the effective interaction between the Chinese Communist Party and the mass concerning with some related problems, to reach the agreement and consensus, and to promote the harmonious of the whole society via harmonious relationship between the Party and the masses.The research takes the communication mechanism as the core concept, using political theory as the main analysis tool, and useing the combining methods of historical documents, process analysis and system analysis,The author studied systematically the operation of the communication mechanism between the Chinese Communist Party and the mass.The research shows that, the operation of the communication mechanism between the Chinese Communist Party and the mass with the whole growing process of the Chinese Communist Party of China.But because of the degree of the perfection and partial or deletion of the structural elements in each historical period,In some historical period, the communication mechanism between the Chinese Communist Party and the mass formed a right operation state, and it promoted the development of the career of the party.In some historical period, the communication mechanism between the Chinese Communist Party and the mass formed a instability of operation state, and it caused social contradictions happened frequently. This mechanism defect, both have influence of human factors, also have the effect of system.The impact of human factors are the unstable caused by running the communication mechanism because of the work style、attitude and ways of doing mass of party members and cadres did not follow up the situation changes,Also the people’s understanding level, quality and ability.The system factors also cannot be ignored, not only the defect of the existing system, and there is the the contradiction between establishment of system and implementation, and there are loopholes in the system.At the same time, the study found, mechanism defect has its deep roots, mainly in the level of political culture, political system, the Party’s own level, the level of social development.At the level of political culture, both the influence of traditional bureaucratism in political culture, also has the influence of centralization of state power thoughts of Soviet political culture and the more lack of democracy in planned economy period;In the political institutional level, it has influence of both vertical and horizontal relations in the political life of excessive concentration of power, also has the effect of level information flow in animation government,and there are more problems in the recruitment process of Party member cadre;In the aspect of social development,there are both the effects of disorder which brought to people’s claiming to enhance awareness of the benefits, and there are mental anxiety caused by the process of development of social benefit unbalance,and it has the Empty of civil rights caused by not full quality of Party member cadre ability when more application of information technology;In the party’s own construction, both factors of ideological concept weak of Party member cadre, there are factors of communication technology, skills among Party member cadre,And influence of training, more level low of Party members and cadres.These factors in different extent attached to the structural elements of communication mechanism, affecting the communication mechanism.Thus, to perfect the structural elements of communication mechanism is the key to promote the operation of the communication mechanism between the Chinese Communist Party and the mass.The research thinks that the communication mechanism is a systematic project, in improving the structural elements of operation of the communication mechanism, to consider the overall situation, fundamental, long-term, and from two aspects——improving the system construction and the quality of human capacity.Specifically, to improve the quality of people including two levels of Party members and and the masses of the people, the system construction focuses on the study the characteristics of the channels of communication level.To solve in such logical way, to deal with the operation defect of the communication mechanism since the reform and opening up,it is mainly based on three aspects:The first is to seize that the party is the main factor to solve contradiction, and to vigorously strengthen the the party’s building,to make the mode of thinking, behavior, values, work style along the direction of the advanced Party work of the party members and cadres cause effect.
