Research On The Construction Of Administration Culture Of Socialism With Chinese Characteristics

Administration culture is the soul of administration. For a long time, China has beenupholding the development view of system centralization in the reform of its administrativemanagement system and neglecting the building of administration culture. As a result, a basicdilemma occurs in the deepening and transformation of the reform of administration culturemanagement. That means the construction of administration culture can not match externalvalue and ideas of administration along with its building of administration culture, whichresults in the uneven development in the building of administration culture and administrationsystem, creating a cycle between the formalism of system building and its reform. Thebreakthrough point is just the correction and remedy of the practical deficiency of theadministration system from the perspective of administration culture development. In asocialism country like China, the rule of the communist party puts forward a basicrequirement in ideology construction: the governing ideas of the Party should function inharmony with the government’s system of administration culture. During the socialtransformation period, this requirement as the basic content of forming the ruling legitimacyof the Party in new times is mainly reflected in how the governing idea of the Party istranslated into that of the government and in whether it can play an important role ingoverning the society. Based on this, the author of the dissertation puts forward such a studyon the socialism administration culture of China.At present, China is undergoing overall social transformation. This provides the keypoint period of cultural transformation advocated by historical institutionalism, forming thebasic background of the current construction of socialism administration culture and the basicassumption of this dissertation. In such a period, the reform of the administrative managementsystem is confronted with a crucial turning point, which requires timely response inadministrative system and systematic innovation from the cognitive mode of socialismadministration including its value and ideas. Study on the construction of administrationculture of socialism with Chinese characteristics represents the result of the response. Sincethe building of socialism administration culture is a band-new research area, the author focuses mainly on the response to the basic framework of the construction of socialismadministration culture. This dissertation mainly answers three questions: First, why should webuild the socialism administration culture? This part is an analysis of the realistic reason,theoretical reason and the practical bases. Second, what is the building of socialismadministration culture? This part tries to clarify such terms related to the building of socialismadministration culture as its true nature, concept, function, principles, features, structuralsystem and so on. Third, how do we build the socialism administration culture? This partmainly focuses on the challenges in the building of socialism administration culture and thebasic steps in its development. The author draws such a conclusion: Research on socialismadministration culture is a new task of the time, the core and key of the future development ofsocialism administration culture and the breakthrough point in the deepening andtransformation of the reform of China’ administrative management system. Along withprogress in the research of socialism administration culture, a full-fledging theoretical systemand practice system is bound to form in the development of socialism administration culturein the future.This dissertation has three parts including the introduction, the body and the conclusion.The introduction part contains four aspects, namely the research significance, the relatedresearch situation, the structure and major points of the research and the clarification ofimportance concepts and research methods.Chapter one presents the basis of the study on construction of administration culture ofsocialism with Chinese characteristics. It tries to provide answers to the three questions: One,why do we attach importance to the study on administration culture? This is illustrated out ofthe dilemma of the reform of the administration system. The author sees administrationinvolution, the bureaucracy dilemma and the restrictions of system arrangements as the basicdilemma of the administration reform and points out that the fundamental reason lies in theeffect of the system centralism embodied in the national construction during China’smodernization course and its corresponding result of an imbalance between the constructionof administration system and that of the administration culture. Promoting the building ofadministration culture to a high level which is beneficial to advance the development of theadministration system is the intrinsic requirement in deepening and transforming the administration reform. Second, why should we build the socialism administration culture?The author holds the view that the building of socialism ideology and the transformation ofgoverning ideas of the Party requires that the construction of administration culture embodythe nature of socialism and this also represents the irreversible choice and demand instrengthening the ideology construction of the Party and carrying out the governing ideas ofthe Party. Third, what is the theoretical basis of the study on the construction of socialismadministration culture? The study on the construction of socialism administration culture withChinese characteristics is not water without a source and wood without roots. Instead, it isborn and developed under the guidance of idea of administration culture of Marxism. Theauthor believes that the idea of administration culture of Marxism, that of Mao Zedong andalso Den Xiaoping together forms the theoretical basis of the construction of socialismadministration culture with Chinese characteristics.Chapter two mainly summarizes the process of the construction of socialismadministration culture since the reform and opening up, explaining the deep-rooted cause ofthe study on the construction of socialism administration culture with Chinese characteristics.Together with chapter one, it serves as the reason why we should carry out the study on theconstruction of socialism administration culture with Chinese characteristics. Since the reformand opening up, socialism administration culture with Chinese characteristics has beenformed and developed gradually in the process of our exploration and construction ofsocialism with Chinese characteristics, providing a preliminary framework and some contentsin the building of socialism administration culture with Chinese characteristics. This chaptercan be analyzed from three aspects: the first one is the exploration of the building of socialismadministration style, which is represented by the mass administration culture, the legaladministration culture and the democratic administration culture. The second one is theexploration of the building of socialism administration morality, which mainly includes theservice administration culture, the accountability administration culture, the integrityadministration culture and the virtue administration culture. The third one is the exploration ofthe building of socialism administration ideology, which centers on the innovationadministration culture, learning administration culture and open administration culture.Chapter three presents a structure system of the construction of socialism administration culture with Chinese characteristics based on chapter one and chapter two including itscontents, nature, functions, principles and features. As the major part and the core of thedissertation, this chapter aims at a precise analysis of what the socialism administrationculture with Chinese characteristics is, providing banner guidance and framework guidancefor the building of socialism administration culture. The author believes that the socialismadministration culture with Chinese characteristics refers to a scientific, healthy andstandardized behavioral value system formed by the governmental bodies and theadministration staff in their administration of the state affairs and social affairs under thebackground of building socialism with Chinese characteristic. This system includes suchstructural elements as socialism administration style, socialism administration morality, andsocialism administration ideology and socialism administration idea with the embodiment ofthe governing idea of the Party in the governmental administration activities as its nature. Asa kind of cultural ideology, it has the functions of common culture. However, asadministration culture under certain social background, this system possesses not only its ownspecific functions including its value guidance function, simulating reform function, systemstandardization function and political integration function, but also has other special featuressuch as the superiority of construction over development, superiority of system over ideas andthat of the Party over the government.Chapter four mainly analyses the major problems in the construction of socialismadministration culture with Chinese characteristics. These problems come from threechallenges: the first challenge is the disadvantages of traditional administration cultureincluding the impact and restrictions from people administration culture, hierarchyadministration culture, almighty administration culture, authority administration culture,conservative administration culture and sectional administration culture. The second one isthe bottleneck of western administration experience including the strain of formalism,ideology and ruling legitimacy. And the last one is the hardship in transforming theadministration culture, which includes diversity of values, the institutionalism oftransformation reform and the blindness in culture transformation. The author thinks that theconstruction of socialism administration culture with Chinese characteristics is faced withchallenges from both domestic traditions and penetration of overseas ideology, which not only provides development opportunities, but also conceals risks of obstruction.Chapter five focuses on how to solve the problems and challenges and how to strengthenthe construction of socialism administration culture with Chinese characteristics. It tries tofigure out an answer to how to build socialism administration culture with Chinesecharacteristics together with chapter four. Right now China is undergoing overall socialtransformation, which provides the key point period of cultural transformation for theconstruction of socialism administration culture. This period, on one hand, is the weakestperiod of the route dependence of traditional administration culture; on the other hand, itrepresents an important growth period of various new culture and new values and ideas. Dueto some reasons, this chapter mainly concentrates on direction study and framework study interms of the problems mentioned above, forming a basic construction structure withtheoretical study as its basis, the cultivation of systems as its major point and innovation ofvalue adjustment as its driving force.The last chapter is the conclusion including a systemic summary of the study and a basicprospect of the future trend of the construction of socialism administration culture withChinese characteristics.
