| Recently, when checking the measure of living allowance, we will find out thatsocial security system established by state is important intuition, at the same time, theyhave a significant impact on the stable of country and development of economy. Thereare three types of welfare state model based on different theory all over the world.Welfare systems derives its origin from The Elizabethan Poor Law, mostly of countrieshave established a welfare and security system based on civil rights at all levels withinthe country. The development of theory changes the option of the supply of welfare onnational conditions, and then they lay great foundation for these processes, such as thedevelopment of socialist democracy and Beveridges’ Report. When England hasannounced that they established the welfare state in first, many countries begin to takefrom this example, such as Sweden. So to some extent, those behaviors have a strongeffect on the development of welfare and security system of other countries after WorldWar II.The established of welfare state model contribute to the thought and theory ofwelfare, and it is also affected by economy, society and culture. All of the above arehidden reasons to the different welfare system for different country. After the30years ofwelfare state established, this trend reaches a peak of activity. Beginning of1970s,because of the change of social risks, the traditional welfare system place ever greaterburdens on state finance, even on the development of country, the drawbacks oftraditional welfare system, such as poor efficiency begin appear. So after this crisis, manycountries begin implement reform of welfare system. Neo-liberalism and the report aboutdevelopment from Ross and Giddens’ play a very important role on theoreticalfoundation about the reform of welfare system. With the opinion of ‘The Third Way’surpass the thinking of traditional mode, the new ideas of development on nationaleconomic and social become wider, and focus on solving practical problems, witch iscaused widespread international concern, prompting the transition of the welfare statemodel. To varying degrees, capitalistic states begin to implement reform on welfaresystem. The characteristic of those reforms is based on improving the efficiency and fixing a new position about country. When we check level of the de-commoditization ofcountry in the tool of de-commoditization, we find that even there are ‘Three Words’different patterns about de-commoditization, but the level on de-commoditization haschanged. There is decrease behavior on level on de-commoditization in the pattern ofwelfare system of socialist country, while the level of liberal country’s increase. So thegap between different country become smaller and they appear convergence. By factoranalysis the welfare level of the welfare state’s model on1980and2002, and found thatthe level of protection of the social-democratic welfare state model has welfarecontraction trend. To some extent, different aspects of welfare system also appearconvergence.In this paper, I check the process of transition of pattern of welfare state, giving aanalysis from the historical perspective, and then I come to a conclusion: the pattern ofwelfare state is not invariant, and they are alone with the development of society. There isinevitability from the aspect of long term. But the reform of welfare country do notchange the pattern of welfare state themselves completely, they just improve theefficiency. During the reform of welfare state, they have update the concept about thesupply of welfare, we should change attitude, from passive to passive. The developmenttrends of welfare provision are diversification in the future. The choice of the people inthe way of welfare organizations is increase. On this basis, proposed reference forChina’s social security system according to the larger gap’s national conditions of thesocial security in China’s urban and rural, flexible employment groups, and between richand poor increased. |
