Since the reform and opening up, especially since the Fourteenth National People’s Congress of the Party established socialist market economic reform goals, The NPOs of China plays a more and more important role in the social construction. In the new situation of mutual interpenetration between the reform of the economic system and political system reform, and in the new situation of the transformation of social structure and development mode, in the face of a series of new social contradictions and social demand, To explore the scheme how to give full play to the role of NPOs, and how to create the conditions for healthy development of NPOs in the arrangement and innovation of system mechanism,that’s the main purpose of this paper.The research carries out from the following three aspects:Firstly, this paper summarizes the concepts with the definition of foreign NPO, origin and development, organization structure, operation mechanism, covering fields, the relations with other social departments, operating situation etc. to explore the universality, regularity and reference of the experience and practice in the institutional arrangements, and take them as the reference of our non-profit organization development system.Secondly, this paper makes a research and analysis of China’s NPOs’ definition, development, organization structure, operation mechanism, coverage, andthe relationship between the government and enterprises, institutional arrangements, operating situation. By comparison with similar foreign organization analysis, find out the similarities and differences, advantages and disadvantages in the system mechanism. In view of the existing problems, explore institutional innovation for NPO development with Chinese characteristics to promote the healthy development of non-profit organizations in China.Thirdly, based on China’s non profit organizations’ active role in economic and social development, this paper focuses on the study of the consolidation, development and enrichment ofthe role of system design, exploring the new path, new research initiatives and new mechanism.This thesis is based on the public management theory as the main line, and with the interdisciplinary approaches, the research contents are development, operation and management, function, social status of non-profit organization development by economics, political science, sociology, philosophy, history, law, information science theory and other related disciplines theory. The author aims to make some judgment and conclusions with the connotation, essence and behavior characteristics, history and development trend of non-profit organizations in China. Moreover, this paper mainly includes three aspects of some innovative results:Firstly, starting from the international perspective, this paper summarized different forms of expression, behavior, social influence of NPOs in times of free capitalism, monopoly period, during the Cold War and under the new situation of the multi-polarization of the world, and made a comprehensive analysis on the social environment, institutional environment, and the functions in the social structure of the non-profit organization development in different historical stages.The second is a summary of the status and role of Chinese NPOs in social construction. These functions include:The complementary role of government failure and market failure, to make up the social structure, social management innovation, the leading role to carry forward the traditional culture, the construction of the socialist core value system of inheritance, expanding social employment and social wealth distribution mechanism. Around these functions, this paper proposes institutional arrangements to better play its role.The third is put forward to design the internal governance structure of NPO by knowledge management system, and made a system of innovation in the strengthening of non-profit organizations’ information management, strengthening the supervision of the society, non-profit organizations and social benign interaction etc.Through the comparison of Chinese and foreign non-profit organization system, this paper identified through the comparison, innovated through learning,and then drew the following conclusion:Under the condition of market economy, NPOs should make better use of the market mechanism and the competitive means in system innovation.We should create some system needs to activate the organizations’ vitality, forming a favorable development of competition and market pull. At the macro level, we should promote the socialization of public service process, stimulatevarious non-profit organizations to improve the quality of service and attract social resources.We should also relax market access threshold, thus motivating innovation of the system environment for the growth of NPOs.At the micro level, we should be clear about the market main body status of NPOs.We should improve the corporate governance structure for NPOs, establishing the third party evaluation system and the publicity system etc to promote their overall performance, forming a "double subject" mode by non-profit organizations and enterprises under the government ledoperation in the field of social management.Then we can make the system framework suited to china’s national conditions for the development of non-profit organizations.
