With the tide of globalization swept through, the new situation of cultural diversity and change in domestic citizens’ ideology is a reality field and historic topic unavoidable for citizenship education of core values in the era of value competition, great development and transformation under the increasingly frequent cross-border and trans-region exchange, blending and confrontation of ideology and culture.The target of citizenship education of core values is letting citizens identify with mainstream value of the nation and finally determining coincident ideal and faith, moral sentiments, value orientation, etc. required for being a qualified citizen and internalize these as the behavioral norms of a citizen. And further exploring the innovation and development of citizenship education of core values is significant for core values:Contributes to improving the capacity of leading social trends of thoughts and maintaining the mainstream ideologies; is the key link for improving cultural soft power and the requirement for promoting cultural development & prosperity and constructing a powerful cultural country; serves as an inevitable requirement on constructing national spiritual home and improving national governance capabilities; is the value basis of "Four Comprehensives".Dialectical materialism ideological and historical materialism ideological of Marxist philosophy respectively lays foundation for citizenship education of core values. Maintaining the mainstream ideologies and promoting the comprehensive development are the realistic starting points concerning citizenship education of core values. The thousand-year-long Chinese civilization has formed its unique value system over the history of evolution. The education method, code of ethics and value criterion in traditional Chinese culture produce an important source of rich nutrition in the education of core value system, and provide instructive cultural resources and enlightenment in view of perspectives of love and honesty, legal justice, harmony, collective-individual relations, and moral education. Education of citizenship and value system in other countries over decade-long development has borne for us fruitful results and a lot of useful experience. It is therefore theoretically and practically conducive to collecting and borrowing theories and practices from related overseas disciplines—humanistic view of education, communitarian view of education, multiculturalists view of education, value clarification theory, moral cognition theory, and character education—in building the core value system among Chinese citizens.Cultural diversity is the new context for citizenship education of core values. Different from homogenized monistic culture in traditional society, pluralistic culture has a feature, namely, pluralistic coexistence, showing the multi-direction, richness and complexity of various cultural entities, and mainly reflected in the coexistence of multiple subjects, different natures, dynamic circulation and convergence & contending. In essence, pluralistic culture is the diversification of values.Cultural diversity provides brand-new ideological basis for the renewal of ideas on citizenship education of core values, more alternatives for realizing the diversification of educational contents, broad global visions in the scope of education, and various means of education in channels for education. At the same time, citizenship education of core values is still faced with tension and friction among moral ideas required by multiple value orientations, core values, socialist mainstream ideology and socialist market economy, resulting in identity crisis, ideological impact and moral idea impact. In recent years, great achievements have been made in citizenship education of core values. Theoretical researches on citizenship education of core values are well under way without signs of slackening, and the practice and exploration in such aspect are also ongoing. Chinese citizenship education of core values is up against more complex environment, great effort needs to be put to make breakthrough in the universalness and popularization of education, and the diversification of education methods and channels needs to be explored further.The relation of "monism guides and pluralism coexist" of citizenship education of core values shall be handled properly. We must adhere to both the principle of monist dominance to guarantee the leading role and guiding effect of Marxism and the principle of multiple coexistence to increase value consensus while respecting mutual difference. Extend the relation to establish the relation among Marxist culture, national culture and foreign culture, and have critical inheritance and innovation based on the principle of combining modernity with traditionality while handling the relation between contemporary citizens’core values and core values of traditional Chinese culture; and have critical openness and inclusion based on the principle of combining worldliness with nationalism while handling the relation between citizenship education of core values and foreign culture. Compatibility, coexistence and comprehensive innovation shall be realized for the relationship among Chinese nation’s core values, western core values and Marxist core values. The principles of citizenship education of core values include:the principle of unifying universality with particularity, the principle of combining theory with practice, the principle of reconciling reality and what should be,the principle of adhering to the dependency between consensus and inclusiveness.The citizenship education of core values should pay sufficient attention to the demands of subject. The subject of citizenship education of core values including individual subject and social subject. The citizenship education of core values is the inter-subject intercourse practice. Self-identification and value consensus are achieved by the demand for the relationship between individuals and society in the citizenship education of core values. The individual and social harmonious development is the target of value consensus concerning citizenship education of core values. On subject idea of the education, it is cultivating dialectical materialistic self-view interactively generated by the ego and others; on the choice of educational paradigm, it is adopting the educational paradigm of unifying the infusion with subjectivity cultivation; on the value orientation of education, it is creating bottom-line value with collectivist values as main content. In the horizon of pluralistic culture, we should attach importance to consolidating the basis for the subjects’ benefits of citizenship education of core values; and we should also seek for the consistency among different benefit subjects on the basis of differentiation and properly handle the interest conflict among subjects and the culture & interest conflict among objects in the interest relationship.Whether citizens identify with the core values and the degree of identification require realizing real unity of knowledge and practice by external action and internalization. It is impossible for the citizens’core value to spontaneously translate into their conscious action, and close attention shall be paid to the following three aspects in the practice path exploration on citizenship education of core values. Firstly, build "four dimensional spaces" for the citizenship education of core values respectively from the perspective of history, reality, future and virtual survival, namely, combining history space, reality space, hyper space and virtual space. Secondly, form "four dimensional resultant force" of social education, family education, school education and self education in the educational setting, and among which, social education serves as an important place for initiating a favorable social citizenship custom of core values, school education is the main channel for citizenship education of core values, family education is the long-term battle field for citizenship education of core values, and self education represents the highest state of citizenship education of core values. Finally, a "multidimensional channel" committed to all-round development and enrichment of citizens’ core value education; a "construction channel" that includes clear objectives, rich contents, and innovative forms; a "publicity channel" close to the grassroots, blended with their lives, and shaping new fashions; a "cultivation channel" with publicity guidance, example demonstration, and real practices; a "breakthrough channel" that focuses on key population, key places, and important timing; a "guarantee channel" equipped with institutional norms, incentive evaluation, and sustaining conditions.
