The policy of anti-corruption and building a clean government is closely related to the survival or distinction of Chinese Communist Party (CCP), the rise or fall of the nation. Integrity education, viewed as one of the most significant components in anti-graft, plays an irreplaceable important role. The CCP has gained insights into integrity education, concerning the role and development of the party, from the first-round cooperation period between the Kuomintang Party and the CCP to the ten-year (1956-1966) socialist construction, from the War of Liberation to the reform and opening-up. Undoubtedly, great importance has always been attached to integrity education. From the beginning of the 21st century, great changes have taken place in the CCP, in the nation and in the world; apart from that, ideologies, lifestyles, interests and social classes also have changed greatly, and thus integrity education is now faced with severe difficulties and challenges with regard to its concepts, contents and approaches. In the meantime, the current integrity education which is considered to be idealistic and theoretical cannot be implemented efficiently. The fundamental reason of this problem comes from the misunderstandings of the nature of "realistic individual". That is to say, the present integrity education is not rooted in reality, neglecting the real demands of individuals, which is doomed to be a failure.Corruption, a kind of behavior that seeks personal gains by means of abusing public power, results from corruption motivations and chances. The motivations come from people’s inner demands which again come from the perception of the outside world through a "realistic individual". The real purpose of integrity education is to curb people’s motivations, thereby to restrain people from corruption behaviors. The motivations and inner needs are the reflections of the human nature, which is a mixture of complicated social factors. Consequently, the control of corruption motivations should be based on "realistic individual" and human nature. Moreover, the ideas, morality and ideologies conveyed by integrity education are spiritual products of human beings, and they were established through learners’ self-recognition, affirmation and internalization, and were integrated with practice by individuals in daily life. Human nature is the logical starting point of integrity education. To effectively curb corruption motivation, integrity education has to start from the realistic individuals and always adheres to the people-oriented principle and concept.This paper makes a systematic study of the integrity education from the perspective of people-oriented concept. It is believed that reasonable construction of people-oriented integrity education is a systematic project, which should first and foremost do well in the top-level design and the framework planning:reforming the leadership to achieve the independence of anti-corruption agencies, improving the responsibility system to promote cooperation, and at the same time, further bettering the systems of integration, recognition as well as evaluation. In this way, the decision-making in integrity education is supposed to be more scientific and reasonable, deployment more thorough and systematic, collaboration more closely and orderly, and measures stronger and more powerful. Scientific guiding ideologies and action guidelines will be developed by following the people-oriented principle and reasonable implementation methods, cultivating popular and human-based integrity education. In the meantime, by constantly innovating and enhancing the methods and contents of integrity education, interactive pattern will be developed, a positive platform established and a comprehensive integrity system founded which involves family education, schooling and social culture. Only in this way can the integrity education be more practical, vigorous and fruitful.
