Theory, System And Reality: The Three-dimensional Inspection About China’s National Capacity Building In Global Governance Time

Global governance has increasingly become the important field in international politics since the 21 st century. As an emergent great power, China’s rise and development are promoting the change of the structure of global governance, and to a large extent the change is a huge shock to the global governance system that used to be led by advanced developed countries. In front of this kind of shock, international community cannot treat the rise and development of China by an usual heart, For China,to strengthen the construction of national capacity will certainly cause more attention of the international community in this context, even with malicious slander, such as the prevailing ’ China threat ‘. All of this brought challenges and a more complicated external environment to China that intends to engage in global governance process.Under the circumstance, China should strengthen capacity building but this caused more fears and doubts from the international. This apparently is the international ‘paradox’situation that must be faced in the time of global governance for China. The paper envisages ‘paradox’ that mentioned above, using the theory of global governance,Marxism international relationship theory and realistic state relationship theory,responds to the challenges as well as clarify the necessity and existing deficiencies with the capacity building of China from the theory, system and reality, and provide thoughts and countermeasures on this basis.The challenge for China in the time of global governance is multi-dimensional,including theory, system and reality. Therefore, China who is engaging in the global governance should strengthen the national capacity building from theory, system and reality.Firstly, from the respect of theoretical dimension, the development of globalgovernance pose two challenges to the building of strengthening national capacity, for one thing, global logistics that behind the global governance and the multiple subjects’ weakened understanding of sovereign state caused legitimated challenge, for another,‘China threat’ posed malicious doubts to the building of China’s national capacity. But in face of these theoretical challenges, due to various factors, China’s dialogue ability in the global governance system is weak, lack of enough strength in international dialogue theory, leading to a lack enough voice and theoretical discourse in time of global governance to strengthen the construction of national capacity for China. To this, China must strengthen the related theory research, grasp the developing trend of global governance and its relationship with sovereign countries in-depth, expounds the positive significance of the governance of global Chinese development, build the discourse system of global governance theory with Chinese characteristics, and actively participate in the global dialogue, express the voice of China, to get discourse right in the global governance system and enhance the discourse capacity of China’s participation in global governance.Secondly, from the respect of systematic dimension, current international mechanism is dominated and established mainly by western developed countries, China is increasingly integrated in global governance but at a disadvantage in international mechanism. China is always facing two aspects of challenges, the challenges from socialist system with Chinese characteristic and international system within engagement in global governance. For the systematic system, China’s socialism is not only has a weak response to global governance but also has a low institutionalized ability. For the active engagement of global governance,to eventually resolving challenge that caused to China’s national capacity building by global governance system, China must strengthen the construction of national system and enhance the capacity of China’s participation in global governance system from two aspects, one is to constantly improve the system of socialism with Chinese characteristics, strengthen the response ability and self-confidence of socialism with Chinese characteristics in global governance system; another is to participate in international mechanism construction actively, improve China’s participation in global governance system.Finally, from the respect of realistic dimension, in the time of global governance,to strengthen national capacity building, China is not only faced with the challenge of global governance problems, but still has tough tasks including safeguarding state sovereignty, security, territorial integrity and national reunification. The actual ability of China’s participation in global governance has many deficiencies, such as the aspects of national economy: more serious situation about the economic structure imbalance, the low ability in enterprise independent innovation, increasing uncertainty of economic development, etc.; the aspects of national political power: existing possibility that political crisis still happens in certain level, low ability in political and social integration,and the political mobilization capacity decreased, etc.; the aspects of national military capabilities: weak foundation of military modernization, military technology and equipment still lag behind and the national defense mobilization ability remains to be improved. For a better engagement in global governance, China, as a responsible superpower, should undertake the international responsibility, promote world peace and development, and to better maintain China’s core interests in this process. China needs to envisage the reality challenges caused to national capacity building by global governance, on that basis, to continuously strengthen the construction of comprehensive national strength and to enhance the realistic ability of China’s engagement in global governance.
