Research On The Realization Path Of Modernization Of China's National Governance Capability In The New Era

Third plenary session of the 18 th CPC central committee put forward the total goal of comprehensively deepen reform—modernization of state governance and the modernization of national governance capacity is the core content.When Socialism with Chinese characteristics has entered a new era,it is of great time significance that exploring further the ways of the modernization of national governance capacity.In the first chapter,this article particularly discusses the evolution from governance to national governance,the scientific connotation and historical development of national governance capability,the scientific connotation,basic composition and the indicator system of the modernization of national governance capacity,the great significance of modernization of national governance capability.In the following four chapters,this paper discusses in detail how to enhance the capacity of ruling the country according to law,improve the implementation capacity of the national system,forge the capacity of democratic governance and improve the application ability of information technology.To enhance the capacity of ruling the country according to law,there are some problems in the legal system,the ability to implement the rule of law system and the awareness of the rule of law and this paper puts forward that we can realize the goal by improving the quality of legislation and improving the legal system,strengthening the ability to implement the rule of law system,and establishing the consciousness of rule of law and forming the thinking of rule of law.To improve the implementation capacity of the national system,there are some problems in the national system,the system environment,the comprehensive quality of the execution subject and this paper puts forward that we can achieve the goal by perfecting national system,optimizing system environment,establishing accountability and incentives,and strengthening the comprehensive quality of the execution subject.To forge the capacity of democratic governance,there are some problems in democratic system,forms of democratic governance,the democratic quality of leading cadres and the social foundations of democratic governance and this paper puts forward that we can realize the goal by perfecting democratic system,making comprehensive use of all forms of democracy,improving the ability of the people at the grass-roots level to exercise autonomy and strengthening the capacity of social organizations to govern themselves.To improve the application ability of information technology,this article puts forward that improving the use of the Internet and improving Internet governance improve the application ability of Internet technology and that cultivating big data talents and actively using big data technology improve the application ability of big data technology.
