Research On The Path Of Modernizing National Governance Capacity In The Perspective Of Big Data

Modernization of national governance,as a new political concept,is a major practical experience that the CPC has continuously worked out during the revolution,construction and reform.Modernization of national governance capacity is an important part of national governance modernization and is unified in the whole process of political development.The application of big data provides a new development direction and historical opportunity for the modernization of national governance capacity,significantly accelerates the process of social structural change and "reorganization",and in a certain sense also changes the traditional characteristics of political power,the mode of operation,and the action capacity and opportunity structure of political subjects.In short,big data has enriched the technical tools of national governance,profoundly influenced the structure and capacity of national governance,and thus contributed to the realization of the goal of national "good governance".National governance capacity building is essentially the building of national capacity,and without basic national capacity,there is no way to talk about national governance capacity.With the theoretical framework of national capacity,this paper examines the governance practice of the National Big Data(Guizhou)Comprehensive Pilot Zone(hereinafter referred to as "Big Data Pilot Zone")from the perspective of big data,and analyzes how the pilot zone achieves the innovation of government governance and social governance and the enhancement of national capacity under the perspective of big data.Meanwhile as the first Big Data Pilot Zone established in China,its construction and development directly reflect the will of national digital transformation.Therefore,the governance effectiveness and experience of the Big Data Pilot Zone is a "wind vane" for China’s national governance capacity building.The modernization of national governance capacity in the data era is a kind of highlighting of "modernity" in national governance.The practical experience of governance in the Big Data Pilot Zone illustrates the inevitability of Big Data as an important information resource in the process of modernizing national governance.However,the dilemma of "modernity" is also reflected in the case study of the pilot zone:the gradual blurring of the boundary between state and society,the over-reliance on big data technology and the extremes of instrumental rationality.Therefore,in the era of big data,the modernization of China’s national governance capacity should promote the cooperation and synergy between the state and society;it should make use of the more advanced blockchain technology,which can effectively solve the "data silo" and "data rights" and crack the "under-chain" problem.We should use the higher-order blockchain chnology to effectively solve the problems of "data silos","data rights" and "governance under the chain",so as to realize the organic combination of the state,society and citizens;we should return our attention to the value of human beings,and pay attention to the value and meaning of human beings,while avoiding slipping into the direction of "technical leviathan".We should return our attention to the value of human beings and avoid slipping into the direction of "technological leviathan" while focusing on human values and human meaning.
