Basic Research Of Ideological And Political Education And Consolidating The Ruling Status Of CPC

The establishment of socialist market economy and the deepening of the reform have changed the contemporary society in a thorough and profound way. On one hand, the economy has been growing rapidly, and China has become the second largest economy in the world; on the other hand, relevant conflicts and problems are increasingly emerging with the following as the evidence: the previous social structure is undergoing a differentiation,the gap between the rich and the poor has widened, social contradictions and conflicts in interest are emerging, and people has changed their thoughts. The division of interests and changes in values have been revealed both in and out of the Party, which imposes huge impact on ideological and political education, making some aspects weaken or fade. As a result of relatively weak ideological and political education, minor party cadres and some social members have lost their belief, and some cadres got involved in corruption, which certainly impairs the ruling foundation of the CPC. Under the “New Normalcy”, to be aware of the status and functions of ideological and political education, to establish the ideal of it, to hold the basic principle and to build up the scientific mechanism of consolidating the ruling foundation, to optimize the content, method and way, and to consolidate the ruling foundation, all these are essential to the future and fate of the CPC.Ideological and political education is internally and logically related to the consolidation of the ruling foundation of the Party.From the perspective of the development history of the Party, ideological and political education is not only the foundation of ruling status for our Party but also the ideological guidelines, mental power, and effective guarantee for the ruling foundation. Since the Party was established in 1921, ideological and political education has been exerting great influence on establishing and consolidating the ruling foundation during the revolution phase, construction phase and reform phase, through which we have accumulated rich experience and gained extraordinary achievements. At the same time, under the influence of some subjective and objective,historical and realistic, and interior and exterior factors, different phases have witnessed failures and catastrophic consequences of ideological and political education regarding core ideology, system and mechanism, content and method, which weakened terribly the ruling foundation of the Party. The history has proved that the ruling statue of the CPC can not be separated from the effectiveness of ideological and political education.From the perspective of the basic tenets of Marxism, the consolidation of the ruling foundation shares a core factor with ideological and political education, that is, to maintain the relevant interests of the people, which is also primary and essential. The ruling foundation depends on supports from the people and the vital interests of them; the people and maintaining their interests are the starting point and the standpoint of ideological and political education. This common point has been proved by history and accepted by the people. Marxist Ideal Conviction is another common point, which is the key content of ideological and political education, and exactly the mental power and the value pursuit for consolidating the ruling foundation of the Party.From the perspective of dialectic materialism, on one hand, ideological and political education plays an important role in consolidating the ruling foundation of the Party; on the other hand, a solid ruling foundation ensures an effective promotion of ideological and political education. The ruling foundation of the Party affords a subject body and a value for ideological and political education, and a weakened ruling foundation will definitely weaken the functions of ideological and political education, while a solid one will promote an effective ideological and political education. To a certain extent, ideological and political education is in proportion to the consolidation of the ruling foundation, and given required condition, they may promote each other. Carrying out ideological and political education will consolidate the ruling foundation, while a solid ruling foundation is the source of ideological and political education.To enhance ideological and political education and to consolidate the ruling foundation are major tasks for the development of the contemporary China. To accomplish them, it is necessary to explore and undergo them under the “New Normalcy”. The “New Normalcy” is defined as a new form that has happened or is going to happen, and it is destined to be a clear and stable form. “New Form is a revolution on thoughts and culture.” It was first proposed by our President Xi Jinping. Since the Eighteenth National Congress of the CPC, Xi Jinping has made a scientific judgment about the economic development in contemporary China in the base of its specific social and historical conditions. He suggested, “since China is still in an important period of strategic opportunities, we should enhance our confidence, take the qualities of our present economic development into account, adapt to the new normalcy, and keep calm strategically.” The notion of the“New Normalcy”is, theoretically and practically, significant in promoting ideological and political education and in consolidating the ruling foundation of the Party.Under the New Normalcy, the economy of China grows steadily, and as the second largest economy in the world, the ruling foundation of the Communist party consolidates profoundly, and the space for ideological and political education expands. The Central Committee of the CPC has realized the situation of the “New Normalcy”, which vitalizes the possibility to consolidate the ruling foundation of the party by means of ideological and political education, reaches a consensus on the New Normalcy among the people, and creates a circumstance for consolidating the ruling foundation through ideological and political education, all providing a new opportunity for that; an unprecedented challenge is in front of that because of the complexity both at home and abroad, the difficulty in deepening reform and the urgency of uniting people and integrating power for development. Facing both opportunities and challenges, we should understand clearly the status and functions of ideological and political education, and the validity and the limitation of consolidating the ruling foundation by ideological and political education. Moreover, we need to establish an idea “combining thoughts, politics and education” for ideological and political education, hold the basic principles of consolidating the ruling foundation through it, build up the scientific mechanism to consolidate the ruling foundation by it, optimize the content, method and way of it, and help the people build confidence in the party, so as to consolidate the ruling foundation, and further fully reach the ruling goal that works for the public and assumes power for the people, and finally return to the tenet that serves the people wholeheartedly.
