With decentralization reform, the interests-subjects of local governments are more and more obvious. The interests-driven competition between local governments helped for economic increastment before, but now due to lack of relevant restriction results in obvious disadvantages. On the base of present instution analysis, finding out the reasons, trans-boundary governance is therefore suggested to rise above those disadvantages, which will break through the rigid limitation of administrative division efficiently so as to reduce the cost due to competition and make better the interests of each of local governments. The trans-boundary governance has won initial success in practice. So, it is necessay for extending the trans-boundary governance to frame the instutional administration, i.e., perfecting competition arbitration institution, encouraging innovative behaviours, improving learning mechanism, strengthening transprovicial governance arrangement. The thesis can be divided into seven parts. The first part is introduction, including background and significance, reviews, methods, invocation. The second part is theoretical perspective, including production, concept, target, theoretical base, foreign experience and new analysis framework of trans-boundary governance. The third part is summary, including related concept, background, exterior and classification of competition between local governments. The forth part is process analysis, including phase, games, influce factors and detailed indicators, inner logic of competition between local governments. The fifith part is uncoorepative competition between local governments, including its instutional starting, exeression, root and path dependence, institution needing construction. The sixth part is governance model of competition between local governments, including public interests value, perfecting competition arbitration institution, encouraging innovative behaviors, improving learning mechanism, strengthening transprovicial governance arrangement. The seventh part gives a brief account of the whole article and points out limitation of the research.
