Research On The Change Of Local Government Governance Model In China Since The Reform And Opening Up

Reform and open policy,a great transition which across all aspects of government governance,was as the important inflection point of our county's local governance model transition,playing an important role in after exploring and trying of local governance model.Through analyze its great change before and after the reform and opening up and its evolution after the reform and opening up,we will get an overview of local government governing model change in our county's.Based on it,we will go into a further study on the local governance model changes in our county after the reform and opening-up.I will divide our country's local governance mode transition,after reform and opening policy,into four stages:first stage--from centralized administration to decentralized management(1978-1991);second stage--from decentralized managemet to decentralized governance(1992-2002);third stage--from decentralized governance to diversified governance(2003-2012);fourth stage--from diversified governance to good governance(2013 to this day).Using a model based on PEST analyze the reason for the transition of local governance modes:politic--leading its general orientation;economy--the basic reason for inducing the changes;society--cultivating it,pushing the reform and liberating unparalleled passion;technology--being the critical reason,objective conditions and the main driving force for the revolution.Analyzing future tendency of local governance model:Theory--"Western Learning",gradually returning;Practice — "Encouraging Blossoming",distinctive;Mechanism--mixed governance,multiple measures;Form--fictitious government,functional transition.The research of local governance model transition after the reform and opening-up should retain the essence of the practice and summarize the reason for the existential problems.That is what is called "Past experience,if not forgotten,is a guide for the future",and the study meaning of this thesis.
